[Solar: US Commerce issues final AD/CVD rates on solar cells from India, Indonesia and Laos]

The US Department of Commerce has issued its final determinations in AD/CVD investigations on solar cell imports from India, Indonesia and Laos, finding that producers and exporters from the three countries sold solar products into the US at unfairly low prices and benefited from subsidies. Final rates include 123.04% AD and 126.09% CVD for India; 94.36% AD for Indonesian exporters, with CVD rates of 173.70% for Blue Sky Solar and 73.20% for PT REC Solar Indonesia and all others; and 65.43% AD for Laos, with CVD rates of 82.03% for Solarspace and 153.67% for VSUN. The duties will take effect only if the US International Trade Commission issues a final affirmative injury determination, with a vote scheduled for Oct. 14, 2026. SMM believes that if finalized, these duties would sharply increase cost and compliance pressure on solar supply chains from India, Indonesia and Laos, further narrowing alternative US import routes and adding uncertainty to overseas manufacturing strategies.
