The project is located in Yiwu County, Hami Prefecture, Xinjiang Uygur Autonomous Region; the bid inviter is Dongde Energy (Xinjiang) Co., Ltd.; the project funding source is self-owned funds; and the tender number is 26GC41009.
Project Overview and Tender Scope
The project scale under this tender is the production of 100 kt/year of sustainable aviation fuel (SAF) from green hydrogen coupled with CO₂. The tender scope is divided into one section, namely the feasibility study report preparation service. This section specifically covers the preparation of the feasibility study report for the chemical engineering portion of the integrated project to produce 100 kt/year of sustainable aviation fuel (SAF) from green hydrogen coupled with CO₂.
The work to be undertaken by bidders includes but is not limited to two main aspects. First, the feasibility study preparation work shall cover at least the entire process, including hydrogen production, hydrogen storage, raw material CO₂ capture and purification, SAF synthesis, and product storage and transportation. It shall also include comparative demonstration of industry-wide process technology routes for SAF production (covering dimensions such as policy orientation, technology comparison, economic comparison, and future development), comparison and selection between the centralized hydrogen production scheme using power transmission and the decentralized hydrogen production scheme using pipeline hydrogen delivery, and design of the utilities and supporting auxiliary facility schemes. Second, the bidder shall compile and integrate the feasibility study report for the supporting new energy power supply system and the CO₂ compliance assessment report, ultimately produce the overall feasibility study report deliverable for the integrated project to produce 100 kt/year of sustainable aviation fuel (SAF) from green hydrogen coupled with CO₂, cooperate in internal preliminary review and expert review, revise the report according to review comments, and continue until the report passes expert review and the project is successfully filed.
It should be noted that the preparation of the feasibility study report for the supporting new energy power supply system and the CO₂ compliance assessment report has been separately entrusted by the bid inviter and is not included in the tender scope of this section. Bidders for this section are only responsible for integration and compilation.Consortium bidding is not accepted for this project.
Bidder Qualification Requirements
This tender sets dual thresholds of general and special qualifications for bidders. In terms of general qualifications, bidders must be legal persons or other organisations legally registered within the territory of the People's Republic of China, with the capacity to independently conclude contracts; have good commercial reputation and sound financial and accounting systems, and provide the 2025 financial statements audited by an accounting firm or audit institution, including the balance sheet, cash flow statement, income statement, and financial condition statement; and have a good record of paying taxes and social security contributions in accordance with the law, and provide tax payment certification materials from February 2026 (inclusive) onward and certification materials for social security contributions paid for employees in accordance with the law.
In terms of special qualifications, bidders must simultaneously possess the following qualification conditions: first, Grade A engineering design qualification for the chemical, petrochemical, and pharmaceutical industry (chemical engineering) or Grade A comprehensive engineering design qualification; second, Grade A comprehensive credit rating for engineering consulting or Grade A professional credit rating for engineering consulting (with a business scope including at least chemical engineering). In addition, the project leader proposed by the bidder for this project shall hold a consulting engineer (investment) qualification and provide copies of professional (practising) qualification certificates, a labour contract affixed with the company seal, and proof of pension insurance contributions for the past six months issued by the social security authority.
Timeline and Bid Opening Arrangement
The tender document acquisition period is from 17:00 on August 28, 2026 to 17:00 on September 8, 2026. Entities intending to participate in the bidding shall, during the tender document acquisition period, send the signed scanned copy of the tender document collection registration form and the remittance voucher for the tender document fee to the designated email address of the tender agency. The tender documents are sold at 500 yuan, and the fee is non-refundable.
The deadline for submission of bid documents is 10:30 (Beijing time) on September 20, 2026. Submission shall be made in paper form on site to Meeting Room 301, Dongde Energy (Xinjiang) Co., Ltd., Yiwu County, Hami City, Xinjiang Uygur Autonomous Region. The bid opening time is the same as the bid submission deadline, and the bid opening venue is also Meeting Room 301, Dongde Energy (Xinjiang) Co., Ltd. Post-qualification review is adopted for qualification examination. The supervisory department for this project is Dongde Energy (Beijing) Co., Ltd., and the tender agency is Sumec International Technology Trading Co., Ltd.
The progress of this project marks an important step in the industrialisation exploration of producing sustainable aviation fuel from green hydrogen coupled with CO₂, and is of positive significance for promoting the application of green hydrogen in aviation emission reduction and facilitating the resource utilisation of CO₂.
