[SMM Hydrogen Policy Express] Wuhan Began Accepting Applications for 2026 Hydrogen Energy Industry Fiscal Funds, Hydrogen Refueling Station Subsidy at 13.5 yuan/kg

On August 28, the Wuhan Municipal Bureau of Economy and Information Technology officially issued the “Notice on Launching the Application for 2026 Financial Funds Supporting the Development of the Hydrogen Energy Industry,” which specified the application scope, time periods, and subsidy standards for this year’s hydrogen energy industry financial funds. Specifically, the operating subsidy standard for hydrogen refueling stations was set at 13.5 yuan/kg, with a per-station subsidy cap of 1.5 million yuan.

Application Timeline and Channels Specified

According to the notice, eligible applicant enterprises must log in to the Wuhan hydrogen fuel cell vehicle management service platform and upload application materials by September 9, 2026. District economy and information technology departments must complete preliminary reviews of application materials submitted by enterprises within their jurisdictions and submit review opinions through the same platform by September 14, 2026.

The notice emphasized that applicant enterprises, as the responsible entities, must be responsible for the authenticity and completeness of the application materials submitted. If tampering with materials, errors or omissions in submitted information, or missing materials are verified, the enterprise will be deemed ineligible, and its funds may be reduced or its qualification for this round of application may be canceled in accordance with regulations. If the fund application fails or the enterprise fails to receive subsidy or incentive policies due to its own reasons, the relevant responsibilities shall be borne by the enterprise itself. District economy and information technology departments must carry out supporting work such as policy dissemination, information communication, and preliminary material review for relevant enterprises within their jurisdictions.

Fuel Cell Vehicle Credit Calculation Rules Detailed

The notice also released the 2026 fuel cell vehicle credit calculation method. Fuel cell vehicles will have initial credits calculated based on the rated power of the installed fuel cell system, and the final credits will then be calculated by taking into account the traceability of core vehicle parts, with results retained to two decimal places.

Regarding initial credit conversion, the annual coefficient for this application round is 1.2. Additional vehicle model coefficients are set for heavy-duty trucks and large buses: for heavy-duty trucks with a maximum design gross mass of 12 to 25 mt (inclusive), the coefficient is 1.1; for those from 25 to 31 mt (inclusive), the coefficient is 1.3; and for those above 31 mt, the coefficient is 1.5. For large buses, the coefficient is 1. Passenger cars, light-duty trucks, medium-duty trucks, small and medium-sized buses, and heavy-duty trucks, among other vehicle categories, are subject to different conversion formulas.

The final credit is the product of the initial credit and the ratio calculated from the core parts weights. The core parts weight distribution is as follows: complete vehicle (10%), fuel cell system (20%), stack (15%), membrane electrode assembly (15%), proton exchange membrane (10%), catalyst (5%), carbon paper (5%), bipolar plate (10%), air compressor (2%), hydrogen circulation system (2%), humidifier (2%), cooling water pump (1%), and cell voltage monitor (3%).

The launch of this financial fund application process was an important step by Wuhan in implementing supportive policies for the hydrogen energy industry, accelerating the construction and operation of hydrogen refueling stations, and promoting the application of hydrogen fuel cell vehicles. It will further stimulate the initiative of market entities to participate in the development of the hydrogen energy industry and promote the sustained and healthy development of the city’s hydrogen energy industry.
