On August 17, Pengzhou City publicly issued a notice of policy abolition, and the Implementation Rules for the "Chengdu Hydrogen Valley" Ten Policies and Measures, which had drawn widespread industry attention, was officially declared invalid. In the same batch, two other implementation rules for the manufacturing doubling and drone industries were also suspended. This marked an important signal of the iteration of Sichuan's hydrogen energy industry policies.
The abolition was approved at the 19th and 20th meetings of the Party Leadership Group of the Pengzhou Economic, Science and Technology, and Informatization Bureau. Apart from the hydrogen energy-related rules for the "Chengdu Hydrogen Valley," the documents abolished simultaneously include the Implementation Rules for Pengzhou City's Ten Policies and Measures for Doubling Manufacturing and High-Quality Development to Build a Modern Industry High Land in the Chengdu-Mianyang-Deyang Region and the Implementation Rules for Pengzhou City's Ten Policies and Measures for High-Quality Development of the Drone Industry. The corresponding three abolished documents are Pengjingkexin〔2025〕No. 35, Pengjingkexin〔2024〕No. 30, and Pengjingkexin〔2024〕No. 10. The new regulation specifies that the abolition notice takes effect from the date of public announcement, and the above three original policy rules will no longer be implemented.
Looking back at the industry background, the "Chengdu Hydrogen Valley" is a key lever for Pengzhou to deploy the hydrogen energy track. Leveraging its petrochemical industry foundation, the city positions itself as an important hydrogen supply base in Chengdu, aiming to create a cluster for hydrogen industry development. The abolished hydrogen energy rules were officially issued and implemented in 2024, with the purpose of implementing the provincial and municipal hydrogen energy industry deployments. Centered on cultivating the entire hydrogen industry chain, they set support provisions in dimensions such as cost reduction in hydrogen production, project attraction, and demonstration applications. The local government had also planned to arrange special funds to provide financial support for policy implementation, helping Pengzhou build a distinctive hydrogen industry chain (Sichuan Provincial Finance ...).
Industry analysts suggest that local governments' abolition of old industry implementation rules generally falls under routine policy iteration and adjustment and does not indicate that the local government is abandoning its hydrogen industry layout. As an important carrier of Chengdu's hydrogen energy industry, Pengzhou's hydrogen industry foundation remains. The previously initiated hydrogen industry projects, national quality certification pilot programs, and other related deployments are still progressing. It is not ruled out that updated versions of industry support policies may be introduced later to adapt to the current industry development situation (China News Network ...).
As of now, the authorities have not released a replacement version of the implementation rules. Subsequent support rules for hydrogen-related projects shall be subject to the new official documents to be issued by Pengzhou City.
