Recently, the Development and Reform Bureau of Qu County, Dazhou City, Sichuan Province, issued a notice on the temporary suspension of filings for distributed PV projects. The notice stated that, in view of prominent risks and hidden dangers currently present in the PV sector in the county, in order to safeguard the legitimate rights and interests of the public and maintain market order, upon study, it was decided that filings for PV projects across the county would be suspended effective immediately.
The notice stated that the reasons for the suspension are, first, frequent PV-related fraud. Some lawbreakers, under the guise of PV projects, have carried out fraud through illegal means, causing severe losses to the public. Second, the issue of arrears in wages for migrant workers is prominent. Some PV enterprises have subcontracted work at multiple levels and failed to implement wage payment guarantee systems, with malicious wage arrears occurring frequently, seriously infringing upon workers’ rights and interests.
Scope and duration of the suspension: from the date of issuance of this notice, acceptance of filings for all distributed PV projects within the county is suspended.
The time for resumption of filings will be notified separately.
