China to See $4 Trillion in New Investment for Computing Power Network During 15th Five-Year Plan

Jiang Yi, Director of the Policy Research Office and spokesperson of the National Development and Reform Commission (NDRC), pointed out at a press conference that, according to estimates by relevant institutions, computing power network construction during the 15th Five-Year Plan period will lead to new direct investment of 4 trillion yuan. Considering that computing power construction is mainly driven by enterprise investment, this will create huge room for private investment. We will strengthen planning guidance and factor support to create a favourable environment for private investment.

SMM learned that a computing power service provider in Hubei offered a monthly rental of 140,000 yuan for an H200-141G SXM eight-card full server, equivalent to approximately 24.3 yuan per card per hour, with a one-year contract term, one month's deposit and one month's rent paid upfront, including 100M dedicated bandwidth and one IPv4 address. Sivers Semiconductors announced a $30 million expansion of its indium phosphide (InP) manufacturing facility in Glasgow. Upon completion, the site is expected to support annual production of over 100 million CW DFB lasers. Work will begin in H2 2026, with operations targeted for Q4 2027. [SMM Computing Power Midday Review] All 30 H200 units in Jiangsu were cleared as futures, with a transaction value of 128,000 yuan.

Today's benchmark prices consolidated across the board. A computing power service provider listed 30 H200 full-machine futures at a Jiangsu data center in early September, with an external quotation range of 130,000 to 140,000 yuan per unit per month. All units have now been leased out at 128,000 yuan per unit per month, which is 2,000 yuan below the lower end of the quotation range, and no transactions were verified at quotation levels above 130,000 yuan. During the same period, other channels offered five-year closed-end bulk long-term contracts for 128 units or more at 98,000 to 128,000 yuan, but these differ from this batch in unit count and lease term, making them not directly comparable.
