[SMM Tin nhanh thép không gỉ] Điều tra chống bán phá giá thép không gỉ Việt Nam của Đài Loan (PoC) chia rẽ ngành thượng nguồn và hạ nguồn

Cuộc điều tra chống bán phá giá của Đài Loan (PoC) đối với thép không gỉ cán nguội Việt Nam đã phơi bày sự chia rẽ sâu sắc trong ngành. Bên khởi kiện Yusco và Tang Eng Iron Works lập luận rằng lượng nhập khẩu tăng vọt từ Việt Nam và giá giảm đã gây thiệt hại nội địa 2,8 tỷ Đài tệ trong năm ngoái và khiến công suất sử dụng giảm còn 50%. Đại diện các nhà sản xuất Việt Nam phản bác rằng thị phần nhập khẩu vẫn ở mức khoảng 8% và việc giá giảm phản ánh xu hướng thị trường khu vực hơn là hành vi bán phá giá có chủ đích. Đáng chú ý, các nhà chế biến hạ nguồn trong nước Yuan Long và Tung Mung đã phản đối cuộc điều tra, chỉ trích các nhà sản xuất thượng nguồn nhập khẩu bán thành phẩm cán nóng giá rẻ từ Indonesia trong khi tìm cách chặn nguồn cán nguội từ nước ngoài, đồng thời cảnh báo rằng biên độ phá giá 31,36% sẽ bào mòn năng lực cạnh tranh xuất khẩu và tạo ra rủi ro chuỗi cung ứng.

From October 1, 2026, all steel importers covered by EU Steel Regulation 2026/1384 must declare and substantiate the melt-and-pour country of origin at customs clearance. The primary accepted document is a Mill Test Certificate (MTC) specifying both the melt-and-pour country and heat number. Where MTCs lack this information, customs authorities may accept supplementary evidence including invoices, delivery notes, quality certificates, purchase contract clauses, long-term supplier declarations, cost accounting documents, exporting country customs documents, commercial correspondence, or production descriptions — subject to verification. During the one-year transition period (October 1, 2026 to September 30, 2027), standalone documents containing both the melt-and-pour country and heat number are accepted where MTCs are unavailable; from October 1, 2027, MTCs become mandatory. Importers must declare the melt-and-pour country via TARIC commodity codes. Shipments with insufficient or unverifiable documentation face customs rejection and exposure to the 50% out-of-quota duty.
