The guidance is clearly put forward in speeding up the green transformation in key areas and creating a pilot pilot zone for low carbon.

We will promote clean and low-carbon energy use. We will promote the industrialization and large-scale demonstration of new types of energy storage, and promote the innovation of energy storage technology, equipment and business models. We will speed up the low-carbon transformation of infrastructure. All free trade pilot areas will speed up the construction of charging infrastructure such as transportation hubs and logistics parks, and improve the layout of vehicle natural gas filling stations and charging piles. (2) basic principles

We will give priority to ecology and promote green and low-carbon development. We should coordinate the relationship between development and protection, give full play to the important role of eco-environmental protection in promoting the high-quality development of the free trade pilot zone, promote the exploration of high-quality development models with different characteristics, and let green become the background for the development of the free trade pilot zone.

We will continue to lead by innovation and push forward the reform of the system in depth. We will give full play to the role of the free trade pilot zone as an "experimental field", further promote the reform of "management and service" in the field of the ecological environment, optimize and enhance the level of public services of the ecological environment, strengthen the systematic integration of eco-environmental reform measures, and create a highland for institutional innovation of ecological civilization.

Adhere to openness and cooperation and take the initiative to dock with international rules. We will actively give full play to the forefront advantages of the free trade pilot zone in opening up to the outside world, set high standards and international rules, deepen international cooperation and exchanges in the ecological environment, and play a leading and bridging role in the construction of domestic and international double cycles.

(3) main objectives

By 2025, the framework for eco-environmental protection to promote high-quality development in the free trade pilot zone will be basically formed, the economic structure and development pattern will be more reasonable, the level of eco-environmental protection and risk prevention will be significantly improved, and the intensity of energy consumption and carbon dioxide emissions will be significantly reduced. The modernization of eco-environmental governance system and capacity is at a leading level. A number of replicable and popularizing achievements in management and institutional innovation have been formed in promoting green and low-carbon development, eco-environmental governance, and international cooperation.

Second, speed up the optimization and upgrading of the industrial structure and build a high-quality development leading area.

(4) to promote the formation of a green development layout. The development of the free trade pilot zone shall strictly abide by the relevant laws and regulations on eco-environmental protection and comply with the relevant planning requirements. We will improve the regional management and control system of the ecological environment, strengthen the application of "three lines and one order" (the red line of ecological protection, the bottom line of environmental quality, the upper line of resource utilization and the list of eco-environmental access) and the dual control of energy consumption in industrial layout and environmental admittance, and guide the free trade pilot zone to optimize and adjust the industrial structure. (5) to build an advanced green manufacturing industry. We will speed up the improvement of the green level of the manufacturing industry in the free trade pilot zone, vigorously develop strategic emerging industries such as new energy, new materials, energy conservation and environmental protection, and build a world-class green remanufacturing base. Shanghai and other eastern free trade pilot zones accelerate the development and application of ecological design and green manufacturing of industrial products, promote advanced and applicable green production technologies and equipment, and promote the production of green substitutes for raw materials and energy. Hubei and other central and western regions, Liaoning and other northeast free trade pilot zones promote cross-regional merger and reorganization, technological transformation, transformation and upgrading of traditional superior industries, and speed up the relocation and withdrawal of industrial enterprises that do not meet the orientation of development. We will establish and improve a green certification and rating system, encourage the establishment of green enterprises and green factories, and play a leading and radiative role. (6) to promote the development of modern green service industries. Promote the standardization of green cold chain logistics and create a green low-carbon freight cold chain. Encourage the development of network platforms, road freight and other new business type, new models, and carry out a green freight distribution demonstration project. We will develop green warehousing and encourage and support the application of energy-saving management models such as green materials, energy-saving technology and equipment, and contract energy management in large-scale storage facilities. Strengthen the green management of express logistics packaging and increase the promotion and application of standardized turnover boxes for green circulation.

(7) to further promote green trade. Support enterprises in the comprehensive bonded area to carry out high-tech, high value-added, environmentally friendly product maintenance business, and study and expand the maintenance product catalogue. To study and support enterprises in the free trade pilot zone to carry out bonded maintenance business in accordance with the catalogue of maintenance products in the comprehensive bonded zone. We will encourage the free trade pilot zone to actively expand the import of advanced eco-environmental governance and low-carbon technologies, as well as the import of R & D, design, environmental services and other productive services.

(8) promote the construction of a green supply chain. Focusing on the Yangtze River Delta and Guangdong-Hong Kong-Macau Greater Bay Area Free Trade pilot Zone, we will promote green product standards, certification and labeling systems such as environmental labels, and promote the construction of a green supply chain as a whole. Support the leading enterprises in the free trade pilot zone to implement green supply chain management and provide green supply chain products in line with international standards. The administrative organs of the free trade pilot zone and institutions that use financial funds are encouraged to give priority to the procurement and use of energy-saving, water-saving, material-saving and other environmentally friendly products, equipment and facilities.

(9) to support and serve the major strategies for the regional development of the country. We will support Beijing, Tianjin and Hebei free trade pilot zones to participate in the construction of carbon emissions and emissions trading markets, carry out eco-environmental governance cooperation, and serve the coordinated development of Beijing, Tianjin and Hebei. We will promote the industrial transformation and upgrading of the free trade pilot zone along the Yangtze River Economic Belt, build a green industrial system, and explore a new way to give priority to ecology and green development. We will support the Guangdong Free Trade pilot Zone to innovate environmental scientific and technological cooperation between Guangdong, Hong Kong and Macao and build a beautiful bay area. We will promote Hainan to take the lead in the reform of the ecological civilization system and set an example for the construction of ecological civilization throughout the country. We will speed up the low-carbon development of free trade pilot zones in Shanghai, Jiangsu, Zhejiang and Anhui. The free trade pilot zones of Shaanxi, Hubei, Henan and Shandong will speed up the low-carbon transformation of industries, develop green environmental protection industries, and promote ecological protection and high-quality development in the Yellow River Basin. Support Chengdu-Chongqing Shuangcheng Economic Circle in green product development and design, production and sales, logistics and distribution and other aspects of coordination. We will encourage Fujian, Guangxi and other free trade pilot areas to focus on key areas to carry out collaborative innovation and actively participate in the construction of the Green Silk Road.

Third, speed up the green transformation in key areas and create a pilot area for low-carbon projects.

(10) to promote clean and low-carbon use of energy. We will support low-carbon development in free-trade pilot zones and encourage better-based areas to build near-zero-carbon / zero-carbon emission demonstration projects. We will promote the cascade utilization of energy and encourage the construction of comprehensive energy projects in which electricity, heat, cold, gas and other energy sources work together. We will promote the industrialization and large-scale demonstration of new types of energy storage, and promote the innovation of energy storage technology, equipment and business models. (13) actively participate in the construction of the carbon market. Enterprises in the free trade pilot zone are encouraged to participate in carbon emissions trading. We will support local governments to independently carry out forestry carbon sequestration and other voluntary greenhouse gas emission reduction projects with obvious ecological restoration and protection benefits. Encourage the Beijing Free Trade pilot Zone to set up a national carbon trading center such as voluntary emission reduction. We will encourage the free trade pilot zone to make use of existing industrial investment funds, increase support for carbon emission reduction projects, and guide social capital to participate in climate investment and financing pilot projects.

Fourth, strengthen the protection of the ecological environment and build a safe area of the ecological environment.

(14) strengthen the protection and restoration of ecosystems. Carry out eco-environmental risk assessment and strictly abide by the red line of ecological protection. The coastal free trade pilot zone along the river actively participates in the construction of "beautiful rivers and lakes" and "beautiful bay", strengthens the ecological protection and restoration of the coastline, promotes the comprehensive utilization of dredged soil in an orderly manner, and explores a new model of marine green development. Support Hainan to build a tropical rain forest national park and build a nature reserve system with national parks as the main body. We will strengthen the protection of marine ecosystems and marine biodiversity, carry out investigation and observation of marine biodiversity, protect and restore typical ecosystems such as mangroves, seagrass beds and coral reefs, and strengthen the construction and standardized management of various marine protected areas. We will strengthen urban ecological restoration, promote the construction of park green space and green isolation belts, and improve the green ecological network.

(15) to promote the control of environmental pollution. Fully implement the permit system for pollutant discharge. We will support the pilot project of coordinated control of fine particulate matter (PM2.5) and ozone (O3) and promote the construction of a "Green Island" project involving volatile organic compounds ((VOCs)) according to local conditions. Strengthen source substitution, encourage new projects to adopt paints, inks and adhesives that meet the national regulations on products with low VOCs content, and promote existing enterprises to carry out source substitution. We will strengthen the systematic management of water resources, water ecology and water environment, rationally delineate ecological buffer zones in the surrounding important rivers, and carry out protection and restoration. High standards will promote the full coverage of sewage pipe networks, achieve stable sewage treatment and discharge standards, and improve the level of recycling of reclaimed water. Orderly implementation of soil pollution risk control and remediation of construction land. Strengthen the management of traffic, construction and other noise and dust. We will support the construction of a "waste-free zone" in a free trade pilot zone.

(16) to enhance the effectiveness of eco-environmental supervision and law enforcement. We will comprehensively implement "double random and one open" supervision, implement a positive list of eco-environmental supervision and law enforcement, strengthen supervision and designated assistance, and promote "Internet + supervision" and "big data + supervision" of the ecological environment. we will promote joint supervision, dynamic supervision, credit supervision and punishment for breach of faith in accordance with the law. Pay attention to "flexible" law enforcement and guide local governments to timely study and formulate a list of exemptions for minor violations of laws and regulations in the ecological environment.

(17) speeding up to make up for the shortcomings of environmental infrastructure. We will speed up the construction of an online monitoring and monitoring network for environmental quality and pollution sources, and urge pollutant discharge enterprises to implement their own monitoring responsibilities. We will strengthen the construction of centralized treatment and disposal facilities such as sewage, domestic waste and solid waste, as well as supporting pipe networks and collection, transportation and storage systems. We will improve the collection and transportation system of hazardous waste and enhance the collection and transfer capacity of small and micro enterprises. We will strengthen the building of environmental emergency capacity in areas with high environmental risks, such as oil and gas transportation, heavy chemical storage and transportation.

Fifth, comprehensively deepen reform and form a demonstration area for institutional innovation.

(18) innovating the eco-environmental management system. We will implement a positive list for the examination and approval of environmental impact assessment, and support the pilot reform of the environmental impact assessment system in accordance with the law. We will open up "green channels" for infrastructure and the layout of key industries that comply with the law and meet the requirements of eco-environmental protection, and support the construction of major projects in the free trade pilot zone. We will give priority to pilot and demonstration of major eco-environmental protection reform measures in free-trade pilot areas, and further promote system reforms such as disclosure of environmental information in accordance with the law, supervision and management of sewage outlets, supervision and disposal of hazardous waste, compensation for ecological and environmental damage, and compulsory liability insurance for environmental pollution. (19) improve the mechanism for realizing the value of ecological products. We will encourage the cultivation and development of emissions trading markets and actively explore the establishment of a cross-regional emissions trading mechanism. We will encourage the development of trusteeship services for comprehensive environmental management. We will explore the business of green bonds and green equity investment and financing, and support the governance of the ecological environment and energy conservation and emission reduction. We will carry out pilot projects to calculate the value of ecological products and support Anhui Free Trade Experimental Zone to establish a mechanism for realizing the value of ecological products. We will promote Hunan and other free trade pilot areas to improve the compensation mechanism for ecological protection in remote development.

(20) strengthen the innovation and application of ecological and environmental science and technology. We will strengthen the informationization of the ecological environment and the construction of intelligent environmental protection, and promote the establishment of a full-domain, all-factor intelligent environmental protection and decision-making support platform Multinational corporations are encouraged to set up environmental technology research and development centers in free trade pilot zones. We will support the demonstration of green technology innovation transfer and transformation in the free trade pilot zone. To guide Anhui Free Trade Experimental Zone to do a good job in three-dimensional detection of the atmospheric environment and other major scientific and technological research. VI. comprehensive alignment of standards and establishment of a model area for international cooperation in the environment

(21) alignment of international environment and trade rules and practices. We will actively implement the relevant eco-environmental provisions in bilateral or regional free trade agreements such as China-South Korea Free Trade Agreement and China-Switzerland Free Trade Agreement signed between China and other countries and regions. We will support conditional pilot free trade zones to take the initiative in benchmarking and refer to the environmental provisions of international high-standard free trade agreements, and actively explore new models for realizing mutual support between the environment and trade and investment.

(22) continue to promote international cooperation in the ecological environment. The relevant free trade pilot zones actively build a platform for eco-environmental cooperation, carry out exchanges and cooperation in environmental technology, and support the joint construction of a green "Belt and Road Initiative". Strengthen environmental management and cooperation in Heilongjiang and other border free trade pilot areas to prevent the risk of cross-border water ecological environment pollution. Strengthen the isolation and supervision of introduced germplasm resources, strengthen the import management of wild animals and plants, strengthen the investigation, monitoring and cataloging of alien invasive species and biological genetic resources, and build a biosafety prevention and control system in free trade experimental areas. Further raise the level of opening up in the field of energy conservation and environmental protection, and encourage foreign investment in energy conservation and environmental protection projects. VII. Implementation of guarantees
