The alliance argues that limiting CBAM to primary steel risks shifting carbon leakage further down the value chain, undermining both industrial activity and climate goals in Europe. The signatories are therefore calling for CBAM to be extended to downstream and steel-intensive products to prevent value creation from relocating outside the EU and to keep decarbonisation economically viable within Europe.
