China’s Ministry of Commerce: Rare earth was included in the Catalogue of Energy Resources Products Subject to Export Reporting

On November 7, according to the official website of the Ministry of Commerce of the People’s Repubilc of China, the Ministry of Commerce revised the Statistical Investigation System for Bulk Agricultural Products Import Report formulated in 2021 based on the import and export situation and management needs of China's bulk products in recent years, and changed its name to Statistical survey system for import and export reports of bulk products. The main new contents included crude oil, iron ore, copper concentrate and potash fertilizer that were subject to import license management into the Catalogue of Energy Resource Products Subject to Import Reporting. Rare earth was included in the Catalogue of Energy Resources Products Subject to Export Reporting. Foreign trade operators who import and export the above-mentioned products shall fulfill relevant import and export information reporting obligations.

The Ministry of Commerce stated that it will entrust China chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters to be responsible for the daily work of collecting, sorting, summarizing, analyzing and verifying the reporting information of the above-mentioned five new categories of energy resource products, which will be implemented from October 31, 2023 to October 31, 2025.
