The National Development and Reform Commission and the National Energy Administration have jointly formulated the National implementation Plan for the Transformation and upgrading of Coal-fired Power Units (hereinafter referred to as the "implementation Plan"), which is now issued to you, please comply with it. The relevant implementation matters are hereby notified as follows: First, attach great importance to it. China strives to achieve the goal of carbon peak by 2030 and carbon neutralization by 2060, which puts forward higher requirements for the optimization of energy structure and clean and efficient utilization of coal. The transformation and upgrading of coal-fired power units is an important means to improve the utilization efficiency of power coal, reduce the consumption of power coal and promote the consumption of clean energy. It is of great significance to promote the realization of the goal of carbon-to-carbon neutralization as scheduled. All localities and enterprises should attach great importance to the transformation and upgrading of coal-fired power units as an important work, so as to earnestly improve the operation level of coal-fired power units. Second, push forward in a down-to-earth manner. The competent departments of local governments, in conjunction with relevant parties, should fully, accurately and comprehensively implement the new development concept, scientifically determine the transformation and upgrading objectives and implementation paths of local coal-fired power units in accordance with the requirements of the implementation Plan, study and formulate implementation plans for the transformation and upgrading of coal-fired power units in their own provinces (autonomous regions and municipalities), and submit them to the National Development and Reform Commission and the National Energy Administration before the end of November. After the third-party comprehensive evaluation and demonstration organized by the National Development and Reform Commission and the National Energy Administration, an operational implementation plan will be formed before the end of the year. Third, strengthen overall planning. In the process of promoting the transformation and upgrading of coal-fired power units, all localities need to comprehensively consider the transformation of energy saving and consumption reduction of coal power, the transformation of heating, and the flexible transformation and manufacturing, so as to realize the linkage of the "three reforms". At the same time, the time sequence of unit transformation should be arranged reasonably to ensure the safe and reliable supply of local power. Fourth, improve the policy. All localities should, in the light of local reality, improve and improve relevant policies in terms of finance, finance, and prices, support the transformation and upgrading of coal-fired power units, enhance the enthusiasm of enterprises for transformation, and ensure the smooth progress of the transformation work. Fifth, a clear division of labor. All localities should clearly define the lead departments, make a clear division of responsibilities with relevant departments to form a joint force, and jointly promote the transformation and upgrading of coal-fired power units. The central power generation enterprises should fully communicate with the local government departments to ensure that the transformation and upgrading of the group's coal-fired power units are effectively linked up with the local authorities. Electroweb & Electroweb enterprises should reasonably arrange the maintenance plan of coal-fired power units to ensure the safe and stable operation of Electroweb in the process of retrofitting coal-fired power units.
