Vietnam Flags 9 Steel Product Groups at Risk of Trade Defense Investigations

Published: Jul 23, 2026 11:51

Vietnam's Trade Remedies Authority has updated its watchlist, with steel emerging as the sector under the most pressure, 9 product lines flagged across the EU, US, Canada, Australia, and India, including cold-rolled flat/stainless steel, hot-rolled 304 stainless steel, structural steel sections, prestressed steel wire strand, welded carbon steel pipe, bolts, and screws.

Some products are growing fast: 304 stainless steel exports to India are up 95.6% (holding 39.2% import market share), welded carbon steel pipe to Canada up 190.7%, and prestressed steel wire strand accounting for 34.6% of US imports, even as the US already imposes duties on 22 other markets for similar products.

The Ministry advises companies to tighten control over raw material sourcing and ensure traceability of origin to reduce risk.

[SMM Steel] Geopolitical Risks Inflate Marine Insurance; Black Sea Billet FOB Prices Pressured Downward
[Black Sea] As geopolitical conflicts in the Black Sea region escalated again this week, marine insurance costs surged to 10–15 USD/tonne, driving freight rates from the Black Sea to Turkey up sharply from approximately 20 USD/tonne to 30–35 USD/tonne. This substantial spike in logistics expenses has severely squeezed export netbacks, pulling the Black Sea steel billet export assessment down to 465 USD/tonne FOB. Concurrently, dragged down by a previous low-priced transaction involving 40,000 tonnes of Russian resources, Turkish import offers fell synchronously by 10 USD/tonne to 490 USD/tonne CFR. Meanwhile, Chinese steel billet offers to the Russian port of Novorossiysk held steady at 515–520 USD/tonne CFR.
