Among the countries that have expressed their positions, Germany abstained, while France, Italy, and Spain voted in favor. Sweden abstained. Poland and Greece have not publicly expressed their views yet, while Hungary strongly opposed it. According to sources, abstaining in the first phase actually means supporting the European Commission to continue negotiations with China. Germany expects the EU to successfully reach an agreement with China on electric vehicles, which they believe will be beneficial to the European automotive industry.

According to Reuters, if after the investigation ends in October, the European Commission decides to implement a five-year tariff, it will require 15 member states representing 65% of the EU population to vote against in order to prevent the EU from imposing tariffs on Chinese electric vehicles.
