In the simulation exercise, the rainfall of the fourth wave of torrential rain reached 120 mm, mountain torrents broke out, landslides, a large number of landslides, trees and debris rushed to the reservoir area, tree branches seriously blocked the spillway, and the water level in the reservoir area rose sharply, exceeding the allowable range of flood diversion height. there is the risk of flood overtopping, which may affect the life and property safety of the employees of the enterprise and the surrounding residents. After receiving the danger report of the dam protector of the tailing reservoir, Xialong tungsten industry immediately started the emergency rescue procedure, organized the rescue operation, and promptly reported the danger situation and on-site rescue situation to the Dayu County Emergency Management Bureau and the Group Company. In this exercise, a total of more than 200 people from 11 rescue teams were organized to participate in the rescue, and the Dayu county government sent emergency rescue, on-duty patrol, forest fire fighting, medical first aid, and drone reconnaissance teams to strengthen the rescue. After the rescue efforts of all rescue forces, the dangerous situation was eliminated.
This exercise adopted the method of "starting emergency response step by step from low to high", and carried out emergency plan drills for the occurrence of ultra-high water level and flood roof in the tailing reservoir. The content covers all aspects of emergency rescue and disposal, such as danger discovery, checkpoint warning, danger reporting, pre-plan initiation, emergency rescue, mechanical and electrical maintenance, material support, personnel evacuation, risk aversion and transfer, aerial reconnaissance, on-site rescue, medical rescue, on-site assessment, etc., from early warning start to early warning lifting, the whole process instructions are clear, the execution is powerful, and the plan setting is complete and orderly, scientific and reliable. The rescue process is responsive, coordinated, effective and precise, which achieves the goal of being close to actual combat, scientific disposal, tension and order, and effectively tests the practicability and maneuverability of the tailings reservoir emergency plan. it further improves the company's ability to deal with disasters and accidents.
