Some policies and measures to support the Development of Laiwu District and Gangcheng District
In order to support the accelerated development of Laiwu District and Gangcheng District (hereinafter referred to as the two districts), fully integrate into the overall pattern of the development of the provincial capital, optimize the layout of productive forces and allocation of factor resources in the city, and create a new growth pole for high-quality development of the provincial capital, set up a model for national regional integration and development, formulate a number of policies and measures as follows.

1. Improve traffic accessibility. Speed up the construction of the Jinai high-speed railway project, which will be completed and opened to traffic by the end of September 2023. 6. Support enterprises to become bigger and stronger. For the real economy enterprises whose annual main business income in the two districts exceeded 3 billion yuan, 2 billion yuan and 1 billion yuan for the first time, municipal finance shall give a one-time reward of 2 million yuan, 1.5 million yuan and 1 million yuan respectively. For industrial enterprises with an investment of more than 10 million yuan, a one-time subsidy of 10 per cent of the investment in technology and equipment shall be granted, with a maximum subsidy of 5 million yuan. 7. Support to undertake the transformation of scientific and technological achievements. For standard factory building construction projects with an area of more than 30000 square meters, 200 yuan per square meter shall be subsidized for the third floor or more, and the specific subsidy content shall be determined according to the form of the industry. Jinan Culture and Tourism Development Group is encouraged to participate in the development and operation of cultural and tourism projects in the two regions by means of investment in shares. For key tourism projects at the municipal level, the government shall bear part of the supporting funds of the two districts, and the municipal finance shall give 10% of the financial subsidy, with a maximum subsidy of 10 million yuan. 9. Improve the development level of modern agriculture. Cultivate and strengthen the characteristic advantage brands such as "three spicy and one hemp" and "three black and one flower", support the declaration of geographical indication products, bring Laiwu ginger and Laiwu black pig into the top ten agricultural characteristic industrial systems of the city, and enjoy the relevant industrial support policies. For the units that have won the provincial production base of high-quality agricultural products in the two districts, a reward of 200000 yuan shall be given. Agricultural products processing enterprises newly awarded well-known trademarks in China shall be awarded a maximum reward of 1 million yuan. We will support the high-level construction of pastoral complexes in the two districts. 10. We will strengthen the protection of people's livelihood. We will encourage and guide all kinds of medical, recreational and social welfare institutions to set up branches in the two districts, support the construction of district-level old-age service centers in the two districts, and provide 1000 yuan per bed with financial support from municipal finance on the basis of existing policies for healthy old-age institutions dominated by social capital. We will improve the construction of public cultural service networks at the district, town and village levels, and support the construction of cultural centers, libraries, art galleries, museums and comprehensive sports venues in the two districts. 13. Straighten out the management system. The original Laiwu municipal digital platform system will be transferred to the district level to improve the level of meticulous management of the city. We will support the continuation of the project, which has been started before the regionalization adjustment, and the continuation of the Longtan West Street, the first phase of the urban outer ring road, the comprehensive project of the Cultural Road Interchange, and the Dawen River Ecological Environment Control Project, which will be promoted with the help of the relevant municipal departments, and the municipal finance will be completed at the bottom. 14. Strengthen the implementation of services.
