Mexico initiates anti-dumping sunset review on reinforced steel ropes and cables from China

On February 26, 2026, the Ministry of Economy of Mexico issued an announcement stating that, at the request of the Mexican producer Deacero, S.A.P.I. de C.V., it initiated the second sunset review anti-dumping investigation on reinforced steel cables (Spanish: productos de presfuerzo) originating from China, Spain, and Portugal. The dumping investigation period for this case was from January 1, 2025, to December 31, 2025, and the injury investigation period was from January 1, 2021, to December 31, 2025. The TIGIE tariff numbers for the products under investigation are 7217.10.02, 7312.10.01, 7312.10.05, 7312.10.07, 7312.10.08, and 7312.10.99. During the investigation, the current anti-dumping duties remain in effect. The announcement took effect the day after its publication.

Interested parties should register their defense within 28 working days from the day following the publication of the announcement, submit questionnaires, comments on the case, and evidence materials.

On February 16, 2015, Mexico initiated an anti-dumping investigation on reinforced steel cables originating from China, Spain, and Portugal. On February 26, 2016, Mexico made an affirmative final ruling on the case, officially imposing anti-dumping duties of $1.02/kg, $0.13/kg, and $0.40/kg on the products from China, Spain, and Portugal, respectively. On February 25, 2021, Mexico launched the first sunset review investigation on the case. On August 12, 2022, Mexico made an affirmative final ruling on the first anti-dumping sunset review, maintaining the anti-dumping final ruling made by the Ministry of Economy of Mexico on February 26, 2016, with the measures taking effect from February 27, 2021, for a validity period of five years.
