A Minerals Marketing Corporation of Zimbabwe (MMCZ) registou 18 casos de suspeita de contrabando de minerais e movimentação irregular de minerais entre janeiro e 20 de agosto de 2026, abrangendo um total combinado de 2.654,88 toneladas de material mineral e sucata metálica. Lítio, crómio e sílica dominaram o registo de casos, de acordo com a primeira Atualização de Mercado de Contabilidade e Vigilância de Recursos Minerais da MMCZ. O maior item individual foi um stock de 1.500 toneladas de concentrado de crómio em Darwendale, colocado sob embargo enquanto as investigações continuam, representando mais de metade de toda a tonelagem sinalizada durante o período em análise. Os restantes casos abrangeram 1.154,88 toneladas. A Diretora-Geral da MMCZ, Dra. Nomusa Jane Moyo, afirmou que as infrações detetadas incluíram movimentação sem documentação válida, uso indevido ou falsificação de documentos de exportação, declaração incorreta de carga e tentativa de movimentação de minério não beneficiado. Os minerais críticos tornaram-se um foco particular dos esforços de vigilância da corporação, em conformidade com a política governamental de beneficiação e controlos mais rigorosos sobre as exportações de minerais não processados. A maioria dos casos foi registada nos pontos de fronteira, refletindo a implantação de uma Inspeção Permanente de Contabilidade de Recursos Minerais nos postos fronteiriços, uma capacidade que a MMCZ anteriormente não possuía, com os inspetores a verificar fisicamente a carga, inspecionar as remessas e recolher amostras quando é necessária confirmação técnica. A aplicação da lei tem sido cada vez mais orientada por informações, baseando-se na cooperação entre a MMCZ e a Unidade de Minerais, Flora e Fauna do Departamento de Investigação Criminal do Zimbabué, informações policiais, a Autoridade Tributária do Zimbabué e a Comissão Anticorrupção do Zimbabué. Uma tarifa americana de 12,5% sobre trabalho forçado aplicada a produtos sul-africanos entrou em vigor em 24 de julho de 2026 e, diferentemente dos produtos siderúrgicos acabados, o ferrocromo não recebeu nenhuma exclusão da taxa. O aço acabado se beneficia de uma isenção vinculada às tarifas existentes da Seção 232 sobre o aço, mas o ferrocromo, classificado como insumo de liga e não como artigo siderúrgico acabado, nunca esteve incluído nesse programa, ficando totalmente exposto à nova tarifa. Essa exposição tem um peso desproporcional, dada a escala da dependência americana do fornecimento sul-africano. A África do Sul fornece 96% do minério de cromita importado pelos Estados Unidos e continua sendo a maior fonte individual de liga de ferrocromo acabada para o mercado americano, enquanto o país extrai cerca de 45% da produção mundial de minério de cromita. Arnold pediu que Washington trate o ferrocromo com a mesma urgência estratégica aplicada às terras raras, apontando para acordos de compra respaldados por financiamento ao desenvolvimento e precedentes como o Título III da Lei de Produção de Defesa dos EUA, sob o qual o Reino Unido e a Austrália foram designados fontes elegíveis de minerais críticos, como modelos que Washington poderia estender à África do Sul.
