Order 783's Enforcement for Secondary Copper Enterprises Delayed to 2028, Firms Resume Operations Amidst Policy Transition

Market news today revealed that the implementation of Order No. 783's policy towards secondary copper enterprises in regions such as Jiangxi and Anhui has been postponed uniformly to 2028. According to SMM's research with local enterprises, secondary copper rod plants in Jiangxi, Anhui, and Tianjin revealed that the enforcement of the "Regulation on the Examination of Fair Competition" might be postponed to 2028. Currently, enterprises have not yet received relevant notification documents, but some secondary copper rod enterprises have resumed offering purchase quotes for secondary copper raw materials and restarted the recruitment of staff for secondary copper rod production lines. Despite the postponement of the new policy, existing secondary copper rod plants will continue to operate in accordance with the old policy. However, from August 1st, local governments have suspended investment attraction efforts for secondary copper rod enterprises.
