Inner Mongolia promotes the development of high-quality industries such as high-performance aluminum, copper materials and new rare earth materials

In order to implement the 14th five-year Plan for National Economic and Social Development of Inner Mongolia Autonomous region and the outline of long-term goals for 2035 and the 14th five-year Industrial and Informatization Development Plan of Inner Mongolia Autonomous region, accelerate the development of new materials industry and promote industrial transformation and upgrading, Inner Mongolia Autonomous region recently formulated the Inner Mongolia Autonomous region New Materials Industry High quality Development Plan (2021-2025). The Plan is based on the resource advantages and the basis of industrial development in Inner Mongolia Autonomous region, adheres to the principles of innovation-driven, industrial agglomeration, green development and coordinated promotion, adheres to clustering, high-end and terminal orientation, and focuses on key areas. we will vigorously cultivate and develop new materials industries, speed up the construction of new material industry clusters with obvious characteristics and more reasonable industrial layout, and build a domestic first-class new materials industry base.

The "plan" points out that the scale of the new materials industry has been gradually expanded, the ability of innovation, core competitiveness and sustainable development has been significantly enhanced, the product structure has been continuously optimized, and the results of transformation and upgrading have been shown. By 2025, strive to achieve the following goals: advanced iron and steel materials production capacity of more than 4 million tons, advanced non-ferrous metal materials production capacity of more than 2 million tons, new rare earth materials production capacity of more than 200000 tons, advanced silicon materials production capacity of more than 1 million tons, advanced building materials and non-metallic mineral materials production capacity of more than 1.6 million tons, advanced carbon materials production capacity of more than 1 million tons, advanced chemical materials production capacity of 2 million tons, the output value of new materials industry has reached about 230 billion yuan.

Advanced non-ferrous metal materials

We will promote the extension of the industrial chain of electrolytic aluminum and copper, focusing on the development of high-performance aluminum and copper materials. By 2025, the production capacity of high-performance aluminum will be more than 2 million tons, and that of high-performance copper will be more than 600000 tons, with an output value of about 40 billion yuan.

High performance aluminum. Alloy and powder materials, focus on the development of high purity aluminum, rare earth (lanthanum, cerium, praseodymium, neodymium, scandium, erbium) aluminum alloy, aluminum powder aluminum silver paste materials, promote the construction of 180000 tons of rare earth aluminum alloy project, support the annual output of 200000 tons of aluminum powder aluminum silver paste project to achieve output. Research and development of 2-series aluminum-copper, 5-series aluminum-magnesium, 6-series aluminum-magnesium-silicon and 7-series aluminum-zinc-magnesium-copper high hardness aluminum alloy materials, aviation plate ingot liquid 3D printing equipment and products to speed up the process of achievement transformation and industrialization. By 2025, the production capacity will reach 2.13 million tons. Plate, strip and foil deformable materials, focusing on developing large size plates, strips, foils and rods for aerospace, weapons and ships, biomedical and transportation, expanding the scale of high value-added products, promoting the construction of 200000 tons of aluminum strip, 400000 tons of aluminum foil, 560000 tons of aluminum rods, 200000 tons of cables, 200000 tons of electromagnetic wire and other projects. By 2025, the production capacity will reach 250000 tons. Casting aluminum, focusing on the development of auto parts, trailers, containers, high-precision moulds and mechanical wear-resistant parts, promoting the construction of 7500-ton die castings, extending to the direction of precision die castings. By 2025, the production capacity will reach 110000 tons.

High performance copper. We will speed up the deep extension of the industrial chain of existing crude copper smelting enterprises downstream, and promote the construction of projects such as 500000 tons of copper poles, 100000 tons of copper poles and conductors, and 30, 000 tons of copper foil. Relying on leading enterprises to develop high wear-resistant, corrosion-resistant and heat-resistant copper alloys, high-strength and high-conductivity copper matrix composites, high-purity tinned round copper wire, high-precision copper strip, electronic copper foil and other products, support the industrialization and demonstration application of rare earth copper alloy, cast copper clad aluminum, chromium-zirconium-copper conductive alloy.

New rare earth materials

Around the green, efficient and high-value utilization of rare earth resources, we will vigorously develop the industry of new rare earth materials. By 2025, the in-situ conversion rate of rare earths will reach more than 80%. The production capacity of magnetic materials, hydrogen storage materials, polishing materials, catalytic materials and auxiliaries, high purity rare earth metals and alloy materials will reach 150000 tons, 10, 000 tons, 50, 000 tons, 10, 000 tons and 20, 000 tons respectively, and the output value of new rare earth materials will reach 35 billion yuan.

Magnetic material. Develop high-performance magnetic materials, increase the production scale and market share of products such as low-weight rare earth grain boundary diffusion NdFeB and NdFeB radiation magnetic rings, research and develop high-residual magnetic samarium cobalt magnets, anisotropic thin-walled hot-pressed magnetic rings, high-frequency soft magnetic materials, easy-to-surface rare earth composite soft magnetic materials, rare earth magnetostrictive materials, rare earth magnetic refrigeration materials and other high-end magnetic materials, promote the landing of 10,000 tons of magnets and other projects.

Hydrogen storage materials. Develop high-capacity, wide-temperature, low-self-Discharge, low-cost and long-life hydrogen storage materials and devices for hybrid vehicles, speed up the industrialization of high-capacity lanthanum-yttrium-nickel hydrogen storage alloys, develop solid-state hydrogen storage materials and battery assemblies matching with new fuel cell vehicles, and promote the construction of 1000 tons of hydrogen storage alloy powder, 1000 tons of high-capacity nickel-based hydrogen storage alloys and 500 tons of hydrogen storage materials.

Polishing material. Develop high-performance polishing powder, polishing liquid, nanometer cerium oxide polishing powder (liquid), improve product quality, and promote the construction of 20,000-ton polishing powder (liquid) project.

Catalytic materials and auxiliaries. Focus on the application of iron and steel, cement, glass, automobile, thermal power, petrochemical and other industries, cultivate a series of catalytic materials products such as flue gas denitrification, firewood tail purification, catalytic cracking, and promote the construction of PVC stabilization auxiliaries.

High purity rare earth metals and alloy materials. Optimize the preparation process of high purity metal and expand the application of rare earth targets. Strengthen the application of rare earth aluminum (magnesium) alloy and build the pilot test line of rare earth aluminum (magnesium) alloy billet. Promote the construction of 20,000 tons of rare earth metals and other projects.

Advanced silicon material

Relying on the advantages of photovoltaic materials and silicone materials industry, polysilicon, monocrystalline silicon and organosilicon enterprises are encouraged to extend the industrial chain and develop downstream battery modules and high-performance silicone products. By 2025, the production capacity of organosilicon materials and single (polycrystalline) silicon will be more than 400000 tons and more than 200000 tons, with an output value of more than 40 billion yuan.

Silicone material. Focus on the development of special silicone rubber, such as liquid silicone rubber, phenyl silicone rubber, Bingenate rubber, silicone modified polyurethane thermoplastic elastomer, polyolefin thermoplastic elastomer, butyl rubber / nylon thermoplastic elastomer, polyester thermoplastic elastomer, styrene thermoplastic elastomer and other medical polymer materials that do not contain plasticizer and can replace polyvinyl chloride. We will promote the construction of 200000 tons of silicone rubber, silicone oil and other high-performance silicone projects.

Photovoltaic materials. The comprehensive power consumption of the new production capacity of single (multi) silicon has reached the most advanced value in the same industry in China. In principle, it must be matched with downstream processing lines such as slicing, solar cell modules and so on. Support Central Photovoltaic and other enterprises to produce 8-12-inch single crystals on a large scale and strive to occupy 20% of the domestic market share. By 2025, local applications such as photovoltaic modules will reach 50%.

Advanced carbon materials

Relying on the advantages of high-quality graphite and coal resources in Inner Mongolia Autonomous region, we actively distribute the industrial chain of advanced carbon materials such as graphene, carbon fiber and composite carbon materials. By 2025, the newly increased power graphite electrodes, graphite negative electrode materials and new carbon materials will have a production capacity of more than 300000 tons, 300000 tons and 20, 000 tons, with an output value of 15 billion yuan.

Graphite (alkene) material. Cultivate graphite-graphite materials-application industry chain, develop high-power graphite electrodes, graphite (olefin) polymer composites, graphite (alkene) carbon fiber and glass fiber and other materials. Promote the large-scale preparation of graphene powder and thin films, and speed up the application in lithium battery electrode materials, thermal conductive films and other industries. Encourage the development of advanced materials such as synthetic diamond, carbon nanotubes, graphene oxide and carbon fiber. We will promote the construction of projects such as 6.6 billion-carat synthetic diamond, 900t carbon nanotubes and fullerene solution.

New carbon materials. Focus on the development of needle coke, impregnated pitch, ultra-high power electrodes, special carbon materials, coal-based lithium ion battery anode materials (artificial graphite), high-performance pitch-based carbon fiber, high-performance pitch-based spherical activated carbon and other high value-added new material products, extend the coal tar deep processing industry chain and improve the quality of downstream products. We will promote the construction of projects of 20, 000 tons of carbon fiber, 1200 tons of special asphalt and 200 tons of composite carbon materials.
