[Ministry of Natural Resources: focus on doing a good job in the investigation of the national conditions of minerals such as copper, aluminum, gold, nickel, cobalt and lithium] on September 15, the Ministry of Natural Resources issued the Circular on perfecting the dynamic Renewal Mechanism of Mineral Resources reserves and doing a good job in the investigation of the National conditions of Mineral Resources. It is mentioned that it is necessary to further improve the working mechanism of the annual report of mine reserves. We will focus on the national investigation of minerals such as oil, natural gas, uranium, iron, chromium, copper, aluminum, gold, nickel, cobalt, lithium, zirconium and potash, so as to consolidate the wealth of mineral resources.

SMM: on September 15, the Ministry of Natural Resources issued the Circular on improving the dynamic Renewal Mechanism of Mineral Resources reserves and doing a good job in the National Survey of Mineral Resources, which mentioned that it is necessary to further improve the working mechanism of the annual report of mineral reserves, focusing on the national investigation of oil, natural gas, uranium, iron, chromium, copper, aluminum, gold, nickel, cobalt, lithium, zirconium and potash, so as to consolidate the foundation of mineral resources.

The departments in charge of natural resources of all provinces, autonomous regions and municipalities directly under the Central Government, the Natural Resources Bureau of the Xinjiang production and Construction Corps, China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Group Co., Ltd., Shaanxi Yanchang Petroleum (Group) Co., Ltd., China Nuclear Industry Corporation Co., Ltd., China Geological Survey and other relevant units directly under the Ministry, departments and bureaus of the Ministry:

In order to comprehensively, timely and accurately grasp the current situation of mineral resources, grasp the national conditions and national strength of mineral resources, and further consolidate the foundation of national resources and energy security, the relevant matters concerning the improvement of the dynamic renewal mechanism of mineral resources reserves and the national investigation of mineral resources are notified as follows:

First, fully understand the importance of controlling the wealth of mineral resources

Mineral resources are the material basis of economic and social development and an important guarantee for the healthy development of the national economy. Mineral resources family data is an important part of the basic national conditions and national strength. On the one hand, through the establishment of the working mechanism of the annual report of mine mineral resources reserves (hereinafter referred to as the "annual report of mine reserves"), the true and credible annual change data of mineral resources reserves can be obtained; on the other hand, the investigation of mineral resources of key minerals should be strengthened. take stock of resources on a regular basis. Perfecting and perfecting the dynamic renewal mechanism of mineral resources reserves and finding out the quantity, quality, structure and spatial distribution of important mineral resources in China is an important prerequisite for ensuring resource security and economic security. it is an important basis for formulating national resources strategy, decision-making, planning and perfecting industrial policies, coordinating the relationship between resource development and ecological protection, and rationally allocating resources, optimizing the layout of industrial structure and promoting regional economic development.

Second, further improve the working mechanism of the annual report of mine reserves

The annual report of mine reserves directly reflects the annual changes of mineral resources and is one of the important bases for the dynamic renewal of mineral resources reserves. It is necessary to strengthen the research on legal principle, system, technology, supervision and information management, and improve the relevant systems and working mechanisms for submitting real dynamic data of mineral resources reserves. Mining enterprises shall, in accordance with the requirements of the new classification standard of mineral resources reserves, conscientiously compile the annual report of mine reserves according to the geological conditions of mineral deposits, the sequence of mineral mining and the consumption and retention of resources, the relevant data are consistent with the resource account, geological survey, sampling and testing, and production design drawings. We will speed up the construction of a technical standard system and establish a data collection approach that is standardized, connected up and down, and consistent in the number of maps. We will vigorously promote the information construction of mine mineral resources reserves management, and realize that the whole process of data changes can be traced, modified and tracked back. To promote data sharing and explore a new regulatory mechanism based on the application of big data, the department in charge of natural resources takes the compilation of the annual report of mine reserves as an important basis for whether it is included in the abnormal list of exploration and mining information of mining owners.

III. Focus on the national investigation of strategic mineral resources

Under the guidance of the new classification standard of mineral resources reserves, focusing on the national survey of oil, natural gas, uranium, iron, chromium, copper, aluminum, gold, nickel, cobalt, lithium, zirconium and potash, and centering on the country's shortage of strategic minerals, we will consolidate the wealth of mineral resources.

(1) to ascertain the investigation of mineral resources. It shall be organized and implemented by the departments in charge of natural resources of all provinces (autonomous regions and municipalities). Find out the current basic data of mineral resources reserves, such as production mines, unused mining areas, closed (suspended) mines and construction projects. The investigation of oil, natural gas and uranium deposits shall be directly organized by the Ministry. On the basis of unified requirements, all provinces (autonomous regions and municipalities) can reasonably arrange the investigation of mineral resources according to the endowment of mineral resources, the needs of industrial development and the situation of financial resources.

(2) Evaluation of the potential of mineral resources. And the investigation of mineral resources Synchronize, organized and carried out by the China Geological Survey. Relying on the geological survey project, focusing on strategic mineral resources and emerging industrial minerals, and comprehensively using multiple information such as geology, geophysical and geochemical exploration, and remote sensing, we can delineate favorable prospecting prospect areas, provide targets for mineral geological survey, and scientifically evaluate the potential of China's mineral resources.

(3) to establish a three-level quality control system of "self-inspection, comprehensive inspection, and national verification" in accordance with the requirements of "unified standards, whole-process control, grasping nodes, and strict acceptance", and implement the target responsibility system of responsibility to people, control the quality of the investigation work throughout the process. Establish an integrity assessment system for the investigation team and mining owners, keep all the investigation results on file, ensure that the whole process can be traced back to the source, and report and interview those involving misrepresentation or concealment of investigation data; if the circumstances are serious, put mining enterprises or investigation units on the blacklist.

The departments in charge of natural resources of all provinces (autonomous regions and municipalities) should attach great importance to it and do a good job in organizational implementation and financial guarantee in accordance with the requirements of the implementation plan (see annex). Establish a communication mechanism for the work progress of the ministries and provinces, inform the work progress and existing problems in a timely manner, and strengthen the organization and coordination of the work. The provincial departments in charge of natural resources are requested to report the provincial implementation plan to the Department of Mineral Protection before the end of August 2020.
