Review opinions on the Energy Saving report of the Ultra-low Emission Transformation Project of flue Gas Desulfurization and denitrification of A# and B# Sintering machines in the ironmaking General Plant of Maanshan Iron and Steel Co., Ltd.

SMM News: economic and Trade Department of Cihu High-tech Zone: your "request for instructions on the energy saving review of the A# and B# sintering machine flue gas desulphurization and denitrification ultra-low emission transformation project of the ironmaking General Plant (North District) of Maanshan Iron and Steel Co., Ltd." (Ma Cijing Fa (2020) No. 86) and related materials have been received. After examination, the specific comments are as follows:

First, agree to the energy saving report of the project in principle.

Second, the total investment of the project is 331.571 million yuan, the existing desulphurization and dust removal systems of A# and B# sintering machines are removed, and a set of circulating fluidized bed (CFB) desulfurization and selective catalytic reduction (SCR) denitrification devices are built respectively. Annual comprehensive energy consumption of 50732.40 tons of standard coal (equivalent value). Among them, the annual consumption of electricity is 72.8562 million kilowatt hours, the annual consumption of steam is 46900 tons, the annual consumption of blast furnace gas is 299.872 million cubic meters, the consumption of energy-consuming refrigerant compressed air is 20.536 million cubic meters, nitrogen is 15000 cubic meters, and new water is 289200 cubic meters.

3. The construction unit shall improve and strengthen the following energy conservation work:

(1) when selecting the type of motor, the frequency conversion speed regulation technology is adopted; the desulfurization efficiency is high, reaching more than 98%; the original flue gas is heated by the net flue gas after denitrification; the by-product of desulfurization is dry and no waste water is produced.

(2) equipped with water and electricity measuring instruments.

(3) reasonably design the power supply system and voltage level, select the energy-saving transformer, install shunt reactive power compensation capacitors on the high-voltage side and low-voltage side of the distribution transformer, and add reactive power compensation device and passive filter on the high-voltage side of the 10kV distribution room.

(4) strictly implement the lighting load density index stipulated in the Architectural Lighting Design Standard (GB 50034Mir 2013). On the premise of meeting the production requirements, the new process equipment selects energy-saving products recommended by the state to improve efficiency and reduce power consumption. The use of inefficient and high energy-consuming equipment eliminated by the state is strictly prohibited.

4. According to the opinions of this review and the energy saving report after the final revision of the project, your department is requested to effectively supervise and inspect the design, construction, completion, acceptance and operation management of the project, and report the relevant matters of the project in a timely manner.

5. This energy conservation review is only responsible for putting forward opinions on the energy use technology of the project, the energy efficiency level of equipment and energy saving management measures. The opinions of this review shall not be regarded as a prerequisite for project preparation, and the relevant approval and construction procedures shall be carried out and handled in accordance with the relevant national and provincial industrial policies and requirements.

6. Maanshan Development and Reform Commission will organize follow-up inspection on the implementation of the energy conservation review opinions of the project.

The review covers July 2025-June 2026, with the final report expected by February 11, 2027. As galvanized steel is the largest end-use sector for zinc, the measures directly affect export costs and competitiveness, potentially impacting Australia’s domestic zinc demand and supply chain. Maintaining the duties would provide some protection for domestic steel and coating capacity, while termination could increase low-priced imports and affect regional zinc consumption. The final outcome remains subject to the authorities’ determination.
