SMM5: on April 29, 2020, the 17th meeting of the standing Committee of the 13th National people's Congress voted to adopt the Law on the Prevention and Control of Environmental pollution by solid waste. On the same day, the President signed Presidential decree No. 43, which will come into effect on September 1, 2020.

The newly revised "solid waste pollution Prevention and Control Law" (hereinafter referred to as the new "solid waste Law") is of great significance and very necessary for carrying out the thought of ecological civilization and the relevant decision-making arrangements of the Party Central Committee, promoting the construction of ecological civilization, and winning the battle for pollution prevention and control. Especially in the current critical period of combating the epidemic of Xinguan pneumonia, it is very timely to amend the solid waste law and improve the management system for industrial solid waste, hazardous waste including medical waste, and solid waste such as domestic waste and construction waste.

The new solid waste Law embodies the successful experience in the prevention and control of environmental pollution by solid waste under the new situation, highlights the orientation of problems, responds to public expectations, meets the needs of practice, improves the long-term mechanism, and the system is standardized and feasible. Using the strictest system and the strictest rule of law to protect the ecological environment will play a positive role in strengthening epidemic prevention and control and winning the battle for pollution prevention and control.

According to SMM, for the treatment of manganese slag in domestic electrolytic manganese plants, not only in the Xiushan area, which is currently subject to environmental inspection, but also in all parts of the country. Electrolytic manganese is mainly used in iron and steel smelting, the production of sulfuric acid, liquid an and other chemicals, the resulting manganese residue contains chromium, manganese, arsenic, an nitrogen and other pollutants. In addition, the southern region of China is rich in manganese resources, many years of mining and smelting, coupled with the local karst geomorphology in the south, the hidden danger of leakage and pollution of tens of millions of tons of manganese slag in dozens of manganese slag fields in the "manganese triangle" is prominent. According to most manganese factory operators, the leachate from the slag site is very difficult to deal with, which is the main reason for the impact on the quality of local river water in various areas. In previous years, the Environmental Inspectorate will conduct a number of inspections on the implementation of emissions and control measures.

At present, the more common means is to treat manganese slag innocuously, and to solve it by means of sealing, and to explore making manganese slag into cement additives, permeable bricks and other building materials, but for small and medium-sized manganese plants in the market, the use of technical treatment will greatly increase the production cost of electrolytic manganese, so the treatment and utilization of manganese slag still have a long way to go.
