Recently, the Department of Transportation of Guangdong Province issued the "14th Five-Year Plan for the Development of Comprehensive Transportation Services in Guangdong Province" (Yue Jiao Yun Zi [2026] No. 160), proposing to accelerate the promotion and application of new energy heavy-duty trucks and develop zero-emission freight fleets. It will coordinate the construction of the Guangzhou-Zhanjiang and Guangzhou-Shaoguan hydrogen energy corridors.
New energy heavy-duty trucks to reach 75,000 units; construction of charging and battery swapping facilities at expressway service areas
The plan proposes to comprehensively advance the retirement and renewal of old operating vehicles and vessels, accelerate the phase-out of freight trucks meeting China IV and lower emission standards, promote the full replacement of urban delivery vehicles with new energy vehicles, and drive the application of green power sources such as electric and green methanol in inland waterway vessels. It also promotes the construction of integrated transportation facilities such as zero-carbon hub stations, service areas, ports, and logistics parks. It will accelerate the development of a refueling facility network for new energy heavy-duty trucks at expressway service areas, including charging, battery swapping, and green hydrogen refueling, to create zero-carbon highway transportation corridors.
Special Column 10: The special project for promoting the application of new energy heavy-duty trucks specifies: accelerate the application of new energy heavy-duty trucks in key port areas, freight hubs (logistics parks), and short-haul transportation scenarios; promote the transition of heavy-duty trucks within key port areas to new energy; advance the construction of green fleets in Guangzhou, Shenzhen, Foshan, and other cities; and promote the construction of zero-carbon highway transportation corridors. Accelerate the construction of charging and battery swapping facilities for heavy-duty trucks at service areas along expressways such as the G4 Beijing-Hong Kong-Macao Expressway, G15 Shenyang-Haikou Expressway, G25 Changchun-Shenzhen Expressway, G45 Daqing-Guangzhou Expressway, G65 Baotou-Maoming Expressway, and G80 Guangzhou-Kunming Expressway, and accelerate the application of new energy heavy-duty trucks in trunk-line expressway transportation, striving to reach 75,000 new energy heavy-duty trucks by 2030.
Overall goal: By 2030, a modern comprehensive transportation service system will be basically established
The plan proposes that by 2030, a modern comprehensive transportation service system characterized by "safety and resilience, comfort and convenience, economic efficiency, integrated integration, and smart green development" will be basically established. A multi-level, high-grade, and superior-experience public travel service system will be basically completed; an end-to-end, integrated, and highly resilient transportation and logistics service system will be accelerated and improved; the momentum for smart and green innovative development will be significantly enhanced; the intrinsic safety level of transportation will be substantially raised; industry governance efficiency will be markedly improved; and the capacity to support people's desire for better travel and modern industrial economic development will be significantly strengthened.
By 2035, the modern comprehensive transportation service system will be further improved, with a high-level "12312" travel transportation circle and a "123" express freight logistics circle established, better serving the vision of "people enjoying their travels and goods flowing smoothly," and strongly supporting the construction of a transportation-strong province.
