Published: Oct 22, 2026 13:55 (GMT+8)

This week's capacity data disclosures focused on the regional and project levels.

Regional capacity: Hebei province's annual hydrogen production capacity has reached 191,000 mt/year, with a cumulative 3,048 hydrogen-powered heavy-duty trucks in operation across the province, ranking first in the country. The province is accelerating the layout of the Kangbao-Caofeidian long-distance hydrogen pipeline and advancing preliminary studies for the Ulanqab-Beijing-Tianjin-Hebei, Dingzhou-Gaobeidian, and central-southern Hebei hydrogen transmission pipelines.

National totals: China's annual hydrogen production has crossed the 39 million mt threshold, firmly establishing it as the world's largest hydrogen producer and consumer. China's green hydrogen capacity accounts for more than half of the global total. Nationwide, 631 hydrogen refueling stations have been built, with thousands of fuel cell vehicles in operation, more than 10 hydrogen-powered vessels launched, and over 30 hydrogen-powered drone models undergoing test flights. Among typical regions, Baotou in Inner Mongolia has gathered nearly 20 industry leaders and laid nearly 200 km of hydrogen transmission pipelines. Lvliang in Shanxi has built 14 large-scale hydrogen refueling stations. Shenzhen has gathered nearly 200 high-precision enterprises, with the industry scale exceeding 50 billion yuan.

Cost and operational metrics: HaiDe Hydrogen Energy's 600 MW green hydrogen flagship project (Hinggan League) released phased operational results—the station achieved an annual availability rate exceeding 97%, DC power consumption of ≤4.3 kWh/Nm³, total integrated energy consumption of approximately 4.86 kWh/Nm³, and a levelized cost of green hydrogen (LCOH) as low as 15 yuan/kg. By the end of this year, the project will become the world's largest green hydrogen project in operation.

Production ramp-up at operating projects: "QingHydrogen No.1" Songyuan Hydrogen Energy Industrial Park Phase 1 achieved a single-day green ammonia production breakthrough of 600 mt on October 18, with the ammonia synthesis unit reaching an hourly load of 106%, a record high. This improvement did not rely on new equipment but resulted from systematic efficiency gains through dynamic matching and fine-tuning of green hydrogen production and ammonia synthesis operating conditions.

Shipments: CSSC Perry Hydrogen Energy successfully completed the delivery of a 15 MW containerized water electrolysis hydrogen production system to Australia, located in the Moree area of New South Wales. The system comprises three standardized 5 MW containerized units, and the green hydrogen produced will be converted into green ammonia fertilizer to serve the local cotton farming industry.

II. Policy Review

Ministry of Industry and Information Technology, Ministry of Finance, National Development and Reform Commission:The "Notice on Approving the Pilot Work of Comprehensive Hydrogen Energy Application in 5 City Clusters Including Beijing-Tianjin-Hebei" and the "Management Measures for Comprehensive Hydrogen Energy Application Pilot Work." In principle, the pilot work plans of five city clusters were approved: Beijing-Tianjin-Hebei, the Greater Bay Area, Northeast China (including eastern Inner Mongolia)–Yangtze River Delta, Xinjiang–Chengdu-Chongqing Economic Circle, and the Yellow River Jiziwan–central China, with an implementation period of four years. The central government will allocate incentive funds on a "pre-allocation first, settlement later" basis. Once a city cluster receives approval, a certain proportion of start-up funds will be pre-allocated. After the pilot ends, settlement will follow the principle of "refund for overpayment and supplement for underpayment." During the pilot implementation period, the cumulative incentive fund cap for each city cluster is 1.6 billion yuan. Incentive funds must be used for hydrogen energy integrated application pilot tasks, focusing on reducing end-user hydrogen costs and passing these reductions through to fuel cell vehicles, distributed power generation, industrial hydrogen use, and other segments. The funds must not be used to balance budgets, repay government debt, or clear overdue payments to enterprises. Projects that have already received support from ultra-long-term special government bonds, central budget investment, or government special bonds must not be included again. The three departments will establish a dynamic adjustment mechanism: for those failing mid-term evaluations or failing annual evaluations for two consecutive years, they will, as appropriate, order plan adjustments, deduct or suspend incentive fund allocations, or suspend or even revoke pilot qualifications. The management measures require city clusters to promote iterative upgrades of fuel cells, electrolysers, storage and transport equipment, and key materials.
