EU Grants Strategic Project Status to Atalaya Mining's Touro Copper Project in Spain

Published: Oct 15, 2026 09:14 (GMT+8)
European copper producer Atalaya Mining announced on October 12 that its Proyecto Touro copper project in Galicia, Spain, has been designated a Strategic Project by the European Commission under the EU Critical Raw Materials Act (CRMA). The designation follows the project's earlier recognition as a Strategic Industrial Project by the Galician government in 2024. Atalaya stated that the environmental permitting process is approaching completion, while the company continues working toward obtaining the necessary approvals. The EU designation strengthens the project's strategic position within Europe's copper supply chain and may facilitate permitting coordination and policy support. However, it does not constitute final development approval. The project could eventually contribute additional domestic copper concentrate supply to Europe, although no confirmed commissioning date or revised production guidance was disclosed.

BIR Urges Urgent Industry Response as EU Waste Shipment Consultation Closes on October 16 中文快讯
The Bureau of International Recycling (BIR) is urging recycling companies to submit feedback by October 16 on the European Commission's proposed list of non-OECD countries eligible to receive certain non-hazardous waste exports. BIR has coordinated outreach involving diplomatic representatives from 18 countries and territories, including Malaysia, Thailand, India, Indonesia, Vietnam and Singapore. The organisation warned that excluding major scrap-importing destinations could significantly disrupt established copper and other metal scrap trade flows when the revised EU Waste Shipment Regulation takes effect in May 2027. The proposed list remains under consultation and has not been finalised.

Mercuria has reportedly agreed to provide up to US$250 million in prepayments to subsidiaries of Shanghai Jayson New Energy Materials Group, securing three years of copper supply from operations in the Democratic Republic of Congo, including the newly commissioned Kinga Kila project. The three operations produced approximately 56,000 tonnes of copper in H1 2026. The agreement highlights growing competition among global trading houses to secure African copper supply through prepayment arrangements. The parties have not publicly confirmed the transaction terms.
