【SMM News Flash】 Malaysia Unveils RM15 Billion Grid Investment in Budget 2027

On October 9, Malaysia tabled Budget 2027, including RM15 billion in national grid investment by Tenaga Nasional. UEM Lestra will invest RM1 billion, including storage at Kuala Lumpur International Airport and a 1 GW hybrid energy project in Johor.

The RM1 billion KWAP Climate Fund will support renewable energy and decarbonisation projects. Green technology tax incentives will be enhanced and extended through December 31, 2030, with investment tax allowances of up to 100% for eligible green technology projects, EV charging stations and green technology assets purchased for companies’ own use.

On October 9, the Australian Energy Regulator published an additional discussion paper on its draft 2026 Rate of Return Instrument for electricity and gas networks. The paper addresses further analysis of equity beta and market risk premium recommendations from the Independent Panel. Written submissions are due by close of business on October 23 and must address the consultation questions. The regulator will consider them alongside existing submissions and evidence, while retaining December 2026 as its target for the final decision. The review began in August 2025, with a draft decision published in May 2026.

On October 9, New Zealand’s Electricity Authority published its May–August 2026 update on Market Development Advisory Group recommendations. Of 31 recommendations, 15 had been actioned and another 11 were progressing, bringing the combined total to 26. The Authority will develop an overarching frequency management strategy with the System Operator, including potential new ancillary services. It aims to publish an issues and options paper in early 2027. It is also scoping the Distribution Pricing for Flex project to support demand-side flexibility and link its value to network conditions at specific times and locations.

From September 25 to October 7, Xinjiang exported 5.263 billion kWh of electricity, averaging more than 400 million kWh daily. DC transmission corridors delivered 4.661 billion kWh, accounting for 88.56% of total exports. The Hami–Chongqing ±800 kV UHVDC project transmitted 1.374 billion kWh, up 339% year on year. The Zhundong–Wannan ±1,100 kV UHVDC project delivered 1.875 billion kWh, with a daily peak of 146 million kWh. Xinjiang’s outbound transmission corridors operated without faults during the holiday period.
