EU Launches €8.9M CIRCUIT4EU Project to Recycle Critical Raw Materials from E-Waste

【SMM Rare Earth Flash】 The EU has launched the CIRCUIT4EU critical raw materials recycling project under its Horizon Europe innovation program. The project has a total budget of €8.9 million, bringing together 21 partner organizations from 9 countries over a three-and-a-half-year period running until November 2029.

The project focuses on recovering critical raw materials from printed circuit boards, permanent magnets, and electronic components in waste electrical and electronic equipment, targeting 9 of the 34 critical raw materials on the EU list, including copper, cobalt, nickel, antimony, tantalum, boron, and rare earth elements. Pilot applications will be conducted on four product groups: laptops, WiFi devices, e-scooters, and dishwashers.

The initiative aims to support the EU Critical Raw Materials Act's 2030 benchmark of obtaining 25% of annual consumption from recycling sources, transforming e-waste into secondary raw material sources and strengthening the EU's domestic circular supply chain.

Actual negotiations remained centered on low-priced cargoes, with transactions dominated by small rigid-demand orders and overall trading activity subdued. In the medium-heavy rare earth segment, terbium metal declined notably, with high-priced deals continuing to face resistance and suppliers increasingly offering discounts to move shipments. Dysprosium-iron alloy quotes held steady amid sluggish inquiries.

South Korea and Five Central Asian Countries Establish Critical-Mineral Supply Chain Framework
South Korea’s Ministry of Trade and Industry announced on September 17 that 9 government-level industrial and supply-chain cooperation documents had been signed with five Central Asian countries during meetings held from September 14 to 16. It was the first time in 34 years of diplomatic relations that South Korea and all five countries jointly discussed industrial cooperation and critical-mineral supply chains, including lithium and rare earths. The documents comprise one multilateral industrial and supply-chain cooperation MOU and eight bilateral agreements. South Korea and Uzbekistan agreed to establish a full-cycle cooperation platform covering critical-mineral exploration and processing. The private sector signed 116 MOUs: 78 involving Kazakhstan, 5 Uzbekistan, 14 Turkmenistan and 19 at the Korea–Central Asia Business Summit.
