I. Project Highlights

This project represents a globally scarce full-process integrated stainless steel producer with a complete industry chain covering "steelmaking - hot rolling - annealing and pickling - cold rolling." Its technology originates from world-renowned stainless steel enterprises, with a high-end product positioning and strong market recognition. It is a high-quality industrial asset with mature production qualifications and stable capacity.

II. Asset Overview

• Basic Parameters: The plant covers approximately 87.3 hectares, with total investment exceeding $2 billion.

Currently, the total offer price is about 6-7 billion yuan.

• Capacity Scale: Steelmaking: 1 million mt/yr, Hot rolling: 2.5 million mt/yr, Annealing & pickling: 1 million mt/yr, Cold rolling: 300,000 mt/yr.

• Core Equipment: The core smelting and rolling equipment is supplied by internationally leading manufacturers such as SMS (Germany), Mitsubishi Hitachi (Japan), Andritz (Austria), and Fives Group (France). The equipment has a high degree of newness and leading automation levels.

• Product Matrix: Capable of producing 300-series, 400-series, and ultra-pure ferritic stainless steel, as well as high-value-added special steel grades such as automotive exhaust system steel and duplex steel. The cold-rolled product can be as thin as 0.2mm.

III. Core Competitive Advantages

1. Comprehensive Technical Certifications: Has obtained domestic and international authoritative qualifications such as Toyota Motor's exhaust pipe certification (Japan), IATF automotive quality management system certification, EU CE certification, and China Classification Society certification. The first-grade product rate is higher than the industry average.

2. Favorable Location and Logistics: The asset is located in the core industrial zone of the southeast coast, only 3 km from a Class 1 port, with significant cost advantages for both domestic sales and exports.

3. Excellent Compliance and ESG Performance: Meets national ultra-low emission standards, has invested in and built 20MW PV power generation facilities, has been awarded bonded factory qualification, and enjoys policy benefits such as duty-free imports of raw materials and duty-free exports under processing trade with supplied materials.

4. Stable Market Position: Its nickel-free ultra-pure ferritic stainless steel products hold about 33% market share in the Chinese market, and the anti-dumping duty rate on exports to the EU is approximately 5 percentage points lower than the industry average.

[SMM Analysis] Weakness in Finished Steel Drags Down Raw Materials; Steel Mills Remain in Losses as Stainless Steel Cost Center Shifts Lower Overall This week, stainless steel finished product and raw material prices pulled back in tandem, industry smelting profits remained in a loss-making pattern, and the overall cost side center shifted further downward. Based on 304 cold-rolled category calculations, profit pressure at steel mills continued to be prominent this week, with a profit margin of -0.25% based on current raw material accounting and -2.56% based on inventory raw material accounting. Losses on inventory raw materials were deeper, and production and operating pressure at steel mills continued to intensify. Overall, finished steel prices weakened along with futures, and raw materials followed the decline, but against the backdrop of a weak market, industry-side demand and procurement continued to contract, and the industry's loss-making pattern was not repaired. Nickel-based raw material prices came under further downward pressure this week, with pessimistic trading sentiment dominating market movements. The expected recovery during the September-October peak season for stainless steel has completely failed to materialize, end-user rigid demand has remained sluggish, and steel mills have been mired in cost-inversion losses for a long time. Their acceptance of high-priced nickel raw materials has remained persistently low, and procurement sentiment has turned cautious. Meanwhile, high-grade NPI port inventory has stayed high, and the loose supply pattern has not changed, further amplifying weak market expectations and driving continued pullbacks in nickel pig iron quotes. As of this Friday, the delivered duty-paid price of China's 10-12% grade Indonesian high-grade NPI fell by 25 yuan per nickel unit to 1,085 yuan per nickel unit, with nickel-based cost support continuing to weaken. This week, stainless steel scrap prices also remained in the doldrums, and its cost substitution advantage was insufficient to offset bearish fundamental pressure. During the week, SS futures continued to hit bottom, finished steel and nickel pig iron prices moved down in tandem, and the bearish resonance between futures and spot markets persisted, with overall market sentiment...
