The Export-Import Bank of Korea will provide $1 billion in working-capital financing to Glencore, with the agreement tied to stable copper supply for Korean companies over the life of the loan.
The financing, equivalent to around 1.4 trillion won, is intended to strengthen South Korea’s copper procurement base at a time when the country remains heavily dependent on imported raw materials. In return, Glencore has agreed to maintain a stable flow of copper to Korean buyers.
Copper is becoming increasingly important to South Korea’s industrial and energy strategy. The metal is widely used across electricity networks, telecommunications, construction, machinery and transportation, while demand is also rising from artificial intelligence data centres and clean-energy infrastructure.
The agreement highlights the growing role of state-backed financing in securing access to strategic minerals. Rather than relying solely on conventional commercial procurement, South Korea is using policy financing to reinforce supply security for industries that are increasingly sensitive to raw-material availability.
Glencore’s global mining, smelting and trading footprint gives the company significant reach across the copper supply chain. Its ability to source and market material from multiple regions makes it a strategically valuable partner for countries seeking to reduce exposure to supply disruptions.
From a copper-market perspective, the deal reflects intensifying competition for reliable long-term access to copper. As governments place greater emphasis on economic security, supply-chain resilience and advanced manufacturing, similar financing arrangements could become more common and strengthen competition for available copper units outside traditional spot and term-contract markets.
