[SMM Steel] EU Quota Tightening Diverts In-Transit Resources

[EU] Since the new EU safeguard mechanism took effect on July 1, sharply slashing duty-free quotas and raising the excess tariff to 50%, many in-transit orders have been forced to reroute because the detailed rules were only announced on June 30. Some HRC shipments from Indonesia and Thailand were diverted to North Africa, while the rest were canceled or renegotiated, and CRC shipments from Brazil were redirected to the UK.
