On July 8, 2026, the public announcement of the survey and design bid candidates for the Shanghai Temple–Ningdong Green Hydrogen Pipeline Project of Inner Mongolia Mengqing Pipeline Network Co., Ltd. was recently released. The project is located in Shanghaimiao Town, Otog Front Banner, Ordos City, Inner Mongolia, and Ningdong Town, Ningxia, and serves as a vital corridor for transmitting green hydrogen from western Inner Mongolia to the Ningdong Energy and Chemical Base.
According to the announcement, the first candidate is Sinopec Petroleum Engineering Design Co., Ltd., with a bid price of 10.05 million yuan; the second candidate is China Petroleum Pipeline Engineering Co., Ltd., with a bid price of 10.06 million yuan; and the third candidate is Sinopec Zhongyuan Petroleum Engineering Design Co., Ltd., with a bid price of 10.22 million yuan.
In terms of project positioning, the Shanghai Temple–Ningdong Green Hydrogen Pipeline is an important component of the Dengkou–Shanghai Temple–Ningdong Green Hydrogen Pipeline Project and serves as the core section implemented as an early-stage demonstration. The Dengkou–Shanghai Temple–Ningdong trunk line spans a total length of 427 kilometers, and the plan aims to open up a strategic export corridor from the resource hinterland of western Inner Mongolia to the Ningdong Energy and Chemical Base in Ningxia.
The Shanghai Temple–Ningdong Green Hydrogen Pipeline covered by this public announcement has a total length of 6.4 kilometers and constitutes the terminal section of the aforementioned trunk line project. The Inner Mongolia section, the Shanghai Temple–Shuiquan Green Hydrogen Pipeline, is 2.2 kilometers long and starts at the Shanghai Temple Compressor Station at the southwest corner of the Shanghai Temple Energy and Chemical Industrial Park; the Ningxia section, the Shanghai Temple–Ningdong Green Hydrogen Pipeline, is 4.2 kilometers long and ends at the Ningdong Terminal Station in Lingwu City, Yinchuan, Ningxia Hui Autonomous Region.
The project has a design pressure of 6.3 MPa, a pipe diameter of DN600, steel pipe material of L360MH, a conveying medium of pure hydrogen, and a designed annual hydrogen transmission capacity of 500,000 mt. Two stations will be built along the route: the Shanghai Temple Compressor Station and the Ningdong Terminal Station.
According to the tender announcement, the project is planned to start construction on September 20, 2026. The survey and design period is 537 calendar days, planned from July 13, 2026, to December 31, 2027, with the actual start date subject to the bid inviter’s notice after contract signing, and the service period lasting until all design and related services specified in the contract are completed.
The scope of this tender includes project survey and measurement, preliminary design and special studies, construction drawing design, design of external water and power supply and railway crossings, as-built drawing preparation, engineering digital delivery, and other technical services. It also includes the preparation of bills of quantities, bidding control prices, and technical specifications for equipment, materials, and construction and installation works, as well as assisting Mengqing Pipeline Network Company in preparing a special chapter on the next five-year hydrogen energy industry development plan.
