The procurement project funds come from self-raised sources. The project has met the procurement conditions and is now undergoing open inquiry.

2. Project Overview and Procurement Scope

2.1 Project Name: Ansteel Mining Construction Bayuquan Engineering Company's Benxi Hualinggou Project using 3 items of power cables

2.2 If procurement fails, it will be converted to other procurement methods: convert to negotiated procurement, convert to direct procurement

2.3 For the procurement content, scope, and scale of this project, please refer to the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this procurement.

3.2 This procurement requires bidders to have the following qualification requirements:

(1) Circulation-type business license

(2) Production-type business license

3.3 This procurement requires bidders to meet the following registered capital requirements:

Production-type registered capital: 5 million yuan and above

Circulation-type registered capital: 5 million yuan and above

3.4 This procurement requires bidders to have the following performance requirements:

Provide one cable sales performance record from the last two years (from July 2024 to July 2026) (contract and corresponding invoice)

3.5 This procurement requires bidders to have the following capability requirements, financial requirements, and other requirements:

Financial requirements: Provide a legal and valid business license with registered capital of not less than 5 million yuan;

Capability requirements: See attachment (if any)

Other requirements: (2) Scanned copy of tax registration certificate (or its duplicate) (except for those with three-in-one certificates);

(3) Scanned copy of organization code certificate (or its duplicate) (except for those with three-in-one certificates); (5) Production-type enterprises need to provide a valid mining product safety mark certificate, and circulation-type enterprises need to provide the mining product safety mark certificate for the represented brand (specification model: WD-MYJY23-0.6/1 (2.5–300) mm²).

3.6 For projects that are legally required to undergo tendering, bids from dishonest enforcees are invalid.
