On July 2, the failed-bid announcement for the PV module procurement (the second tender) of the Luzhou Generation-Grid-Load-Storage Integrated Energy Project (Phase I) was released.
The announcement disclosed that the second tender was opened on June 30, 2026, and because fewer than three entities paid the bid bonds, this tender failed, and this section will be re-tendered as per regulations.
Previously, when this section was opened on May 22, 2026, it also failed because fewer than three bidders participated.
The tender information shows that the procuring entity for this project is Luzhou Smart Integrated Energy Co., Ltd., with a project budget of no more than 850,000 yuan (tax inclusive). The project is expected to construct a distributed PV power generation system with a total installed capacity of approximately DC side 29.83MWp29.83m4p and AC side 23.851m, and an ESS power station with a total capacity of 8IV/16mwh. It involves the Intelligent Terminal Industrial Park in Luzhou High-tech Zone, the plant area of Luzhou Changjiang Machinery Co., Ltd., and the plant area of Luzhou Haoneng Transmission Technology Co., Ltd., with a total of 29 buildings. The specific project details are as follows: 1. Construction of approximately DC side 3.79m4p/AC side 3.10M distributed PV power station in Zone C of Standardized Plants, Intelligent Terminal Industrial Park, Jiangyang District, Luzhou; 2. Construction of approximately DC side 2.03p/AC side 1.501 distributed PV power station in Zone D of Standardized Plants, Intelligent Terminal Industrial Park, Jiangyang District, Luzhou; 3. Construction of approximately DC side 1.7514p/AC side 1.40MW distributed PV power station in the Shouyun self-built plant area of Intelligent Terminal Industrial Park, Jiangyang District, Luzhou; 4. Construction of approximately DC side 10.18p/AC side 8.10M4 distributed PV power station in the plant area of Luzhou Changjiang Machinery Co., Ltd.; 5. Construction of approximately DC side 12.084p/AC side 9.7514 distributed PV power station in the plant area of Luzhou Haoneng Transmission Technology Co., Ltd.; 6. Construction of approximately 2.5IW/5IW behind-the-meter ESS in Zone A of Standardized Plants, Intelligent Terminal Industrial Park, Jiangyang District, Luzhou; 7. Construction of approximately 2.51W/5IW behind-the-meter ESS in Zone B of Standardized Plants, Intelligent Terminal Industrial Park, Jiangyang District, Luzhou; 8. Construction of approximately 3mw/6mwh behind-the-meter ESS in Zone C of Standardized Plants, Intelligent Terminal Industrial Park, Jiangyang District, Luzhou.
The selected contractor should provide the entire process of preparing the grid connection plan for the PV power generation system and ESS power station for this project, specifically including but not limited to:
(1) Conduct site surveys and data collection;
(2) Prepare the grid connection plan for the PV power generation system (including 29.83MWp/23.85MW distributed PV);
(3) Prepare the grid connection plan for the ESS power station (including the 8MW/16MWh ESS);
(4) Complete the grid connection system design;
(5) Complete the technical and economic feasibility study of the grid connection plan;
(6) Collaborate with State Grid Sichuan Electric Power Company Luzhou Power Supply Company to complete the review, modification, and optimization of the grid connection plan;
(7) Obtain the official grid connection plan document from State Grid Sichuan Electric Power Company Luzhou Power Supply Company (sealed version by State Grid Sichuan Electric Power Company Luzhou Power Supply Company);
(8) Provide technical consulting services during the plan preparation process;
(9) Complete other related work required by the procuring entity.
