Ministry of Commerce and Six Other Departments: Rectify Illegal Sale of Retired Motor Vehicle Parts

Published: Jun 25, 2026 09:20
The Ministry of Commerce and six other departments have formulated the Special Rectification Action Plan for Illegal Recycling and Dismantling of Retired Motor Vehicles, which is hereby issued. The plan highlights the rectification of the illegal sale of retired motor vehicle parts. Actions will be taken, in accordance with laws and regulations, against behaviors such as selling used NEV power batteries to organizations or individuals other than recycling service outlets or comprehensive utilization enterprises, refusing to submit traceability information or submitting false information, and selling or reselling dismantled used ternary catalytic converters to enterprises without proper processing qualifications. The parts registration ledgers of retired motor vehicle recycling enterprises will be checked. For cases where a large number of parts are missing, reverse investigations will be conducted to determine whether the enterprises collaborated with illegal recycling and dismantling "black workshops," receiving retired vehicles with certain parts removed and issuing "Recycling Certificates" in violation of regulations. The standardized use of national marks for remanufactured auto parts will be supervised. Illegal activities such as illegally refurbishing the "five major assemblies" and ternary catalytic converters of retired vehicles, and selling unqualified remanufactured parts without the "remanufactured product" label, will be investigated and dealt with according to the law.

CPCA's Cui Dongshu: Tax Policy Adjustment Marks Key Step in Equal Rights for Fuel and Electric Vehicles
[CPCA Branch's Cui Dongshu: Vehicle and Vessel Tax Adjustment Is a Landmark Step in the Implementation of Equal Rights for Fuel and Electric Vehicles] CPCA Branch Secretary General Cui Dongshu wrote in an article on July 5, "This adjustment to the energy-saving and new energy vehicle and vessel tax policy is a landmark step in the implementation of equal rights for fuel and electric vehicles in China's automotive industry. It is also a key tax system optimization as the new energy industry transitions fully from the policy support period to a market-driven mature stage." He believes that this reform benefits the development trend of full electrification and fully aligns with the long-term direction of high-quality development and market-oriented balanced development of the automotive industry. Cui Dongshu stated that equal rights for fuel and electric vehicles do not mean a one-size-fits-all equalization. Instead, it involves establishing a vehicle tax system that matches rights and responsibilities and ensures tax fairness based on technical attributes, emission characteristics, and usage scenarios.
