1. Procurement Conditions

The procurement project for Quasi-First-Grade Coke Dry Quenching and other projects (AGLYLGHHD260605294114) is undertaken by the Business Management Office of the Ironmaking Plant, Lingyuan Iron & Steel Co., Ltd., with project funds sourced from self-raised funds. The project has met the procurement conditions and is now proceeding with an open single-round negotiation.

2. Project Overview and Procurement Scope

2.1 Project Name: Quasi-First-Grade Coke Dry Quenching and other projects

2.2 If procurement fails, switch to other procurement methods: switch to direct procurement

2.3 For the procurement content, scope, and scale of this project, please refer to the attachment "Bill of Materials Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Consortium bidding is not permitted for this procurement.

3.2 Bidders must have the following qualifications:

(1) Distribution business license

(2) Production business license

3.3 Bidders must meet the following registered capital requirements:

Production type registered capital: RMB 10.0 million or above

Distribution type registered capital: RMB 10.0 million or above

3.4 Bidders must have the following performance requirements:

Provide sales contracts and invoices signed with steel mills after January 1, 2025.

3.5 Bidders must meet the following capability requirements, financial requirements, and other requirements:

Financial requirements: See attachment (if required)

Capability requirements: See attachment (if required)

Other requirements: A product quality inspection report must be provided, and the indicators corresponding to the technical quality requirements in the report must be qualified.

3.6 For projects that must be tendered according to law, bids from dishonest persons subject to enforcement are invalid.

4. Obtaining Procurement Documents

4.1 Any interested bidder shall log in to the Ansteel Smart Bidding Platform at http://bid.ansteel.cn to download the electronic procurement documents during the period from 11:30 June 5, 2026 to 13:00 June 8, 2026 (Beijing time, the same hereinafter).

[SMM Daily Review: Spot Lithium Carbonate Price Consolidates Upward on July 27] Today, the SMM battery-grade lithium carbonate spot price consolidated upward compared with the previous working day. In the futures market, the lithium carbonate 2609 contract opened high at 145,800 yuan/mt today. After opening, bulls moved quickly, pushing the price to a high of 148,200 yuan/mt. It then encountered bearish selling pressure and pulled back in consolidation, fluctuating repeatedly below the average price line (146,000 yuan/mt) in the morning session, touching a low of 143,300 yuan/mt. Around midday, bulls and bears wrestled within the 143,300–146,000 yuan/mt range. In the afternoon, bulls re-entered, and the price quickly surged past resistance at the average price line, then consolidated higher. In late trading, bulls continued to push and ended near 147,200 yuan/mt, ultimately closing up 2.39% at 147,200 yuan/mt, with open interest declining by 585 lots. In the spot market, downstream procurement remained primarily just-in-time procurement, with transactions concentrated around 145,000 yuan/mt, as acceptance of higher prices was limited. Upstream lithium chemical plants remained steadfast in holding spot order prices firm, but were weighed down by downstream wait-and-see sentiment, and buyers and sellers continued to wrestle. Market inquiries and actual transactions maintained an overall stable trend.
