[SMM Steel] Structural constraints slow India’s transition toward green steel

Published: Apr 29, 2026 19:39
[SMM Steel] India’s push toward green steel faces significant practical challenges despite strong policy ambitions. Scrap-based production via EAF/IF is seen as the most viable near-term pathway, but logistics disruptions, high freight costs, and reduced scrap exports from Europe are tightening supply conditions. Moreover, scrap alone cannot meet the requirements for high-grade flat steel production, limiting its role in full decarbonisation. While hydrogen-based DRI offers long-term potential, adoption remains limited. As a result, most new capacity still relies on coal-based production, indicating that India’s green steel transition will likely remain gradual, dependent on improvements in scrap supply chains and clean energy availability.

[Indonesia Strengthens Natural Resource Export Controls]
The Indonesian government further strengthened natural resource export controls. Starting from June 1, exports of three categories of strategic resource commodities—palm oil, coal, and ferroalloys—will be managed uniformly through a government-designated state-owned enterprise. Indonesia's Coordinating Minister for Economic Affairs Airlangga stated at a press conference held on May 31 that the government established PT Indonesia Danantara Resources as the sole exporter of strategic natural resource commodities, aiming to strengthen national export supervision and governance through a "single window" mechanism.

[First Steel Column of 2 Million mt Hot-Rolled Coil Plant Hoisted in Egypt, Marking Shougang's North African Milestone]
Recently, in the Sokhna Industrial Park within Egypt's Suez Canal Economic Zone, a steel column weighing dozens of metric tons was precisely positioned and steadily set in place amid scorching heat waves. The first steel column of the 2 million mt hot-rolled coil steelmaking main plant for Egypt's New Peak Steel Project, constructed by Shougang Group Construction's First Metallurgical Construction Branch, was successfully hoisted. This was not only a breakthrough in the project period, but also marked the first complete implementation of Shougang Group Construction's "full-process metallurgical service brand" in North Africa, representing a critical leap for China's steel engineering technology from "domestic export" to "regional empowerment."
