[SMM Analysis] Recent Developments in Lithium Battery Recycling Events: 4.2-4.24

The following is a summary of the progress on recall events this week:

 

 

[50,000 mt/Year Scrap Lithium Battery Processing Project Lands in Yiyang, Hunan] Recently, a relevant website published the first public notice for public participation in the environmental impact assessment of the "Taisen Technology 50,000 mt/Year Scrap Lithium Battery Recycling and Processing Project (Phase I: 20,000 mt/Year)." The project has a total investment of 250 million yuan, with Phase I investment of 120 million yuan, to build a scrap lithium battery comprehensive utilization production line, mainly including battery unpacking, pyrolysis, crushing and sorting processes. The recycling and processing capacity of this assessed project is 20,000 mt/year.

 

[120,000 mt/Year Scrap Lithium Power Battery Processing Project Lands in Jiangxi] Recently, the Ecology and Environment Bureau of Ji'an City, Jiangxi Province published a notice of proposed acceptance regarding the environmental impact report of the "Jiangxi Woquan Energy Technology Co., Ltd. Scrap Lithium Power Battery Comprehensive Utilization and Silicon Carbon Anode Material Manufacturing Project," marking a critical step forward for this large-scale new energy material recycling project. The project construction mainly includes two parts. The first is a scrap lithium power battery disassembly, crushing, and disassembly recycling production line: the production line has a total annual processing capacity of 120,000 mt of scrap lithium power batteries, specifically covering: 40,000 mt/year of scrap ternary lithium batteries and 80,000 mt/year of scrap LFP batteries.

 

[200,000 mt/Year Power Battery Material Recycling Project Successfully Commenced Production] Anhui Xunying New Energy Group Co., Ltd., headquartered in Hefei, Anhui, is a group company integrating new energy R&D and manufacturing, operations, services, and investment consolidation. The project has a total of 50 GWh battery integration capacity, 200,000 mt battery recycling and processing capacity, over 100 battery recycling outlets, and 1,000 patents covering the entire industry chain.

 

[40,000 mt Retired Power Battery Comprehensive Processing Project Lands in Henan] Recently, the National Construction Project Environmental Information Disclosure Platform published information regarding the environmental impact assessment of the Humei Technology (Henan) Co., Ltd. Nanyang Scrap Power Battery Recycling Center Project. The project is located at No. 1 Longteng Road, Zheshan Town, Zhenping County, Nanyang City, with a land area of 39,009.13 m² and a building area of approximately 16,000 m², with an annual comprehensive utilization capacity of 40,000 mt of retired power batteries. The public notice is valid from 3.30-5.25, 2026.

 

 

[150,000 mt/Year New Energy Power Battery Comprehensive Utilization Recycling Project Lands in Jiangsu] Recently, the first public notice for the environmental impact assessment of the Jiangsu Zhenghe Xinrui New Energy Technology Co., Ltd. 150,000 mt/Year High-Quality New Energy Power Battery Comprehensive Utilization Recycling Project was published. Upon completion, the project will have an annual processing capacity of 150,000 mt of new energy power batteries. The project is divided into two phases: Phase I will process 100,000 mt/year of new energy power batteries and include the construction of a metal research laboratory; Phase II will process 50,000 mt/year of new energy power batteries.

 

[Xuzhou 5,000 mt/year Lithium Battery Recycled Black Mass Project] Jiangsu Zechen Lichuang New Energy Technology Co., Ltd. planned to build a power battery recycling and reuse project in Pizhou City, Xuzhou City. As of April 15, the public notice had been completed, and the project entered the environmental impact assessment document preparation stage. The total investment was 50 million yuan, and upon completion, it will have an annual production capacity of 5,000 mt of lithium battery recycled black mass.

 

[120,000 mt/year Waste Lithium Power Battery Processing and 10,000 mt/year Silicon Carbon Anode Material Project Launched] On April 9, Ji'an Municipal Bureau of Ecology and Environment released a notice of intended acceptance for the environmental impact report of Jiangxi Woquan Energy Technology Co., Ltd.'s waste lithium power battery comprehensive utilization and silicon carbon anode material manufacturing project. This project mainly consisted of two parts: battery recycling and silicon carbon anode material. The battery recycling part involved the annual comprehensive utilization of 120,000 mt of waste lithium power batteries (40,000 mt of ternary lithium batteries and 80,000 mt of LFP batteries), and the silicon carbon anode material part involved the annual production of 10,000 mt of silicon carbon anode material.

SQM, Codelco Outline Expansion Plan to Lift Lithium Output to 470,000 mt/y
SQM and Codelco's lithium joint venture, Novandino, has outlined plans in an environmental impact assessment (EIA) filing to increase annual lithium production capacity from around 270,000 mt currently to as much as 470,000 mt. The expansion is aimed at meeting long-term demand from electric vehicles and grid-scale energy storage. According to the filing, production will first gradually rise to around 300,000 mt before transitioning over seven years to an integrated production system incorporating direct lithium extraction (DLE), with additional capacity expected to come online over several years.

Congo cobalt exporters fear losing quotas due to administrative glitch, sources say
According to an industry letter seen by Reuters, exporters have been unable to submit export declarations through the customs platform since July 1 because ARECOMS, the Democratic Republic of Congo's strategic minerals regulator, has not formally notified customs to continue processing export quotas. As a result, major producers including CMOC Group, Glencore, Eurasian Resources Group (ERG) and Huayou Cobalt have been unable to complete export procedures. Meanwhile, ARECOMS requires companies to utilize their first-half export quotas by July 5, after which any unused volumes will be withdrawn and reallocated. Industry sources estimate that around 60%–75% of companies are unlikely to meet the deadline due to administrative delays. If the issue is not resolved promptly, up to 20,000 tonnes of cobalt exports, worth approximately US$1.1 billion at current prices, could be affected. CMOC alone could lose almost all of its second-quarter export quota. SMM will continue to monitor developments.
