1. Tender Conditions

The bid inviter for this tendering project, "Semi Coke Injection in Gansu by Pangang Vanadium in March 2026 (PGWZMYHGZHD260212269009)," is the Fuel Business Division of Pangang Group Materials Trading Co., Ltd. The funding for this tendering project comes from self-financing. The project is now ready for tendering and is being publicly tendered.

2. Project Overview and Tender Scope

2.1 Project Name: Semi Coke Injection in Gansu by Pangang Vanadium in March 2026

2.2 Alternative procurement methods in case of tender failure: Transition to negotiation procurement or direct procurement

2.3 The tender content, scope, and scale of this project are detailed in the attachment "Material List Attachment.pdf."

3. Bidder Qualification Requirements

3.1 Joint bidding is not allowed in this tender.

3.2 Bidders must meet the following qualification requirements for this tender:

(1) Production-oriented business license

(2) Circulation-oriented business license

3.3 Bidders must meet the following registered capital requirements for this tender:

Registered capital for production-oriented bidders: 5 million yuan or more

Registered capital for circulation-oriented bidders: 5 million yuan or more

3.4 Bidders must meet the following performance requirements for this tender:

Bidders must provide performance records of similar projects from January 1, 2023, to the bid submission deadline (with copies of contracts) and scanned copies of VAT invoices for the relevant performance.

3.5 Bidders must meet the following capability, financial, and other requirements for this tender:

Financial requirements: The registered capital of the bidding party for this project shall not be less than 5 million yuan, and multiple bidders are allowed to win the bid for this project. The registered capital of production-oriented suppliers and circulation-oriented suppliers shall not be less than 30% of the tendered section or tendered amount (excluding tax).

Capability requirements: See the attachment for details (if required)

Other requirements: (1) Scanned copy of the business license (or duplicate);

(2) Scanned copy of the tax registration certificate (or duplicate, except for those with a unified social credit code);

(3) Scanned copy of the organization code certificate (or duplicate, except for those with a unified social credit code).

(4) New suppliers (those who have not provided a copy of a Pangang contract within the last six months in the performance requirements section are considered new suppliers) must provide, at the time of bidding, a sample review qualification report issued by Pangang's technical quality department or other state-owned detection units, valid for three months from the date of the tender announcement.

3.6 For projects that must be tendered according to the law, bids from dishonest individuals subject to enforcement are invalid.

4. Acquisition of Tender Documents

4.1 All interested bidders are requested to log in to the Ansteel Intelligent Tending Platform at http://bid.ansteel.cn between 09:00 on February 13, 2026 and 09:00 on March 5, 2026 (Beijing time, the same hereinafter) to download the electronic tender documents.

On March 6, Shenzhen Zhidongli Precision Technology Co., Ltd. signed a project cooperation agreement with the People's Government of Daying County, Sichuan Province, for the Lithium Sulfide Production Base (Phase I) project. The project plans to construct a 5,000-ton-per-year high-purity lithium sulfide production line and supporting facilities, covering approximately 60 mu of land. Once completed and put into operation, the expected annual output value could reach 1 billion yuan. Following implementation, the project is scheduled to commence trial production between June and August 2026, initiating a hundred-ton-scale demonstration line for mass production. It aims to achieve a production capacity of 5,000 tons by 2028 and expand to over 10,000 tons per year by 2030.
