1. Procurement Conditions

This procurement project, Pangang Vanadium February 2026 Gansu Injection Semi Coke (PGWZMYHHD260206268209), is procured by the Fuel Business Department of Pangang Group Materials Trading Co., Ltd. The procurement project funds are self-raised. The project has met the procurement conditions and is now proceeding with an open single-round negotiation.

2. Project Overview and Procurement Scope

2.1 Project Name: Pangang Vanadium February 2026 Gansu Injection Semi Coke

2.2 Transition from Failed Procurement to Other Method: Transition to Direct Procurement

2.3 The specific content, scope, and scale of procurement for this project are detailed in the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Consortium bidding is not permitted for this procurement.

3.2 This procurement requires bidders to possess the following qualification requirements:

(1) Circulation-type business license

(2) Production-type business license

3.3 This procurement requires bidders to meet the following registered capital requirements:

Production-type registered capital: 5 million yuan and above

Circulation-type registered capital: 5 million yuan and above

3.4 This procurement requires bidders to possess the following performance requirements:

Bidders must provide performance records of similar projects from January 1, 2023, to the bid submission deadline (copies of contracts must be provided) and scanned copies of VAT invoices related to the provided performance.

3.5 This procurement requires bidders to possess the following capability requirements, financial requirements, and other requirements:

Financial Requirements: The bidder's registered capital for this project shall not be less than 5 million yuan. This project allows multiple winners. For production-type suppliers and circulation-type suppliers, the bidder's registered capital shall not be less than 30% of the bid section value or quantity amount (excluding tax);

Capability Requirements: See the attachment for details (if required)

Other Requirements: (1) Scanned copy of the Business License (or duplicate);

(2) Scanned copy of the Tax Registration Certificate (or duplicate) (except where the three certificates are combined);

(3) Scanned copy of the Organization Code Certificate (or duplicate) (except where the three certificates are combined).

(4) New suppliers (those who have not provided a copy of a Pangang contract within the last 6 months in the performance requirements are considered new suppliers) must provide, at the time of bidding, a valid sample evaluation qualification report issued by Pangang's Technical Quality Department or other state-owned detection units, with the report's validity period being three months, calculated from the date of the tender announcement release.

3.6 For this procurement project, which by law must undergo tender, bids from discredited persons subject to enforcement for dishonesty are invalid.

4.1 All interested bidders were requested to log in to the Ansteel Intelligent Tender and Bid Platform at http://bid.ansteel.cn between 22:00 on February 8, 2026 and 09:00 on February 10, 2026 (Beijing Time, the same hereinafter) to download the electronic procurement documents.

Indonesia relies on the Middle East for around 75% of its sulphur imports, and sulphur is a key raw material for producing sulphuric acid, which is essential for leaching metals in nickel and copper processing. Analysts note that sulphur inventories at Indonesia’s HPAL nickel plants typically cover only one to two months of consumption. If transport disruptions persist, some plants may be forced to cut production as early as next month. Overall, if shipping disruptions in the Middle East continue for more than a few weeks, production and demand for related metals may need to slow.
