Morocco Initiates Sunset Review Investigation on Imported Hot-Rolled Steel Plates

On January 26, 2026, the WTO Safeguards Committee issued a safeguard measure notification submitted by the Moroccan delegation. On January 22, 2026, the Moroccan Ministry of Industry and Trade initiated the second sunset review investigation on safeguard measures concerning imported hot-rolled steel plates (French: Tôles laminées à chaud). The Moroccan tariff codes applicable to the products under investigation since January 1, 2022, are 7208, 7211.13, 7211.14, 7211.19, 7225.30, 7225.40, 7226.20.00.11, 7226.20.00.20, 7226.20.00.51, 7226.20.00.52, 7226.20.00.59, 7226.91, and 7226.99.80.00.

Interested parties should submit case comments within 30 days from the date of initiation.

On May 29, 2019, Morocco initiated a safeguard measure investigation on imported hot-rolled steel plates. On May 27, 2020, Morocco officially imposed a three-year safeguard duty on the imported products under investigation, with the first year at 25%, decreasing by 1% annually. The measure took effect on June 19, 2020, and expired on June 18, 2023. On January 26, 2023, Morocco initiated the first sunset review investigation on safeguard measures concerning imported hot-rolled steel plates. On May 25, 2023, Morocco issued an affirmative final ruling in the first sunset review of safeguard measures on imported hot-rolled steel plates, recommending that the Moroccan Import Supervision Committee (Commission de Surveillance des Importations) continue to impose a three-year safeguard duty on the products under investigation starting from June 19, 2023, with the first year at 23%, decreasing by 1% annually, until June 18, 2026.
