China Adjusts Export Tax Rebate Policies for PV, Battery Products from 2026

The Ministry of Finance of China today issued an announcement on adjustments to the export tax rebate policy for products such as photovoltaic products. Starting from April 1, 2026, the VAT export tax rebate for products such as photovoltaic products will be canceled. From April 1, 2026, to December 31, 2026, the VAT export tax rebate rate for battery products will be reduced from 9% to 6%; starting from January 1, 2027, the VAT export tax rebate for battery products will be canceled. For those of the above products that are subject to consumption tax, the export consumption tax policy will not be adjusted, and the consumption tax rebate (exemption) policy will continue to apply. The export tax rebate rate applicable to the products listed in this announcement will be determined based on the export date indicated on the customs declaration form for the exported goods.
