1. Procurement Conditions

The purchaser of this procurement project, the Ferrosilicon FeSi75AL1.0-B, 10–70 (PGWZMYHGXHD260106260689) of Pangang Group Vanadium & Titanium in January 2026, is the Materials Division of Pangang Group Materials Trading Co., Ltd. The funds for the procurement project are self-raised, and the project has met the procurement conditions. Now, a public request for quotation and comparison is being conducted.

2. Project Overview and Procurement Scope

2.1 Project Name: Ferrosilicon FeSi75AL1.0-B, 10–70 of Pangang Group Vanadium & Titanium in January 2026

2.2 Alternative procurement method in case of procurement failure: Negotiated procurement

2.3 For details on the procurement content, scope, and scale of this project, please refer to the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Joint bidding is not allowed for this procurement.

3.2 Bidders for this procurement must meet the following qualification requirements:

(1) Production-oriented business license

3.3 Bidders for this procurement must meet the following registered capital requirements:

Registered capital for production-oriented enterprises: 500 (10,000) yuan or more

Registered capital for circulation-oriented enterprises: 500 (10,000) yuan or more

3.4 Bidders for this procurement must meet the following performance requirements:

When submitting bids, bidders must provide performance certificates (scanned copies of invoices) for similar products from January 1, 2023, to the bid submission deadline.

3.5 Bidders for this procurement must meet the following capability requirements, financial requirements, and other requirements:

Financial requirements: The bidder's registered capital shall not be less than 5 million yuan and shall not be less than 30% of the bid section or bid quantity amount (excluding tax).

Capability requirements: 1. It is required to provide the annual inspection-qualified enterprise qualification documents: scanned copies or photos of the original business license (or duplicate);

2. The products shall be produced using the submerged arc furnace production process, and the bidder shall provide a description and photos of the product production process and main equipment when submitting the bid.

Other requirements: See the attachment for details (if necessary).

3.6 For projects that must be tendered according to the law, bids from discredited persons subject to enforcement shall be invalid.

4. Obtaining Procurement Documents

4.1 All interested bidders are requested to log in to the Ansteel Smart Tender and Bid Platform at http://bid.ansteel.cn from 08:45 on January 7, 2026, to 08:45 on January 14, 2026 (Beijing Time, the same hereinafter) to download the electronic procurement documents.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
