【SMM Newenergy News】Gansu's "15th Five-Year Plan" Proposal: Actively Cultivate New Types of Consumption Including Digital, Green, and Smart Consumption

On December 29, the CPC Gansu Provincial Committee released its suggestions for formulating the 15th Five-Year Plan for National Economic and Social Development. The document mentions releasing consumption potential by deeply implementing special actions to boost consumption and promoting quality improvement and expansion through multiple measures. It emphasizes coordinating employment promotion, income growth, and expectation stabilization, increasing government spending on public livelihood security, and rationalizing the proportion of public service expenditure in fiscal spending. The plan aims to increase direct benefit policies for consumers to enhance residents' consumption capacity. It promotes the green and intelligent upgrading of bulk consumption items such as automobiles, home appliances, and home decoration. It also seeks to tap into basic consumption potential in catering, accommodation, domestic services, and elderly/child care, while stimulating improvement-oriented consumption in culture, tourism, health, and housing services. Furthermore, it aims to expand county-level consumption spaces, actively cultivate new consumption types like digital, green, and smart consumption, and create new business formats and scenarios. Other goals include building smart community platforms, implementing paid leave policies, and strengthening consumer rights protection.
