NDRC Unveils Policy to Boost Alumina Industry via Coordination, Consolidation

The National Development and Reform Commission (NDRC) has outlined a policy focus on optimizing resource-intensive industries, with alumina as a key example, emphasizing the need for enhanced national coordination, industrial consolidation, and technological advancement. The approach aims to address challenges posed by fragmented development and resource constraints by promoting mergers among large-scale alumina producers to improve competitiveness and economies of scale. During the "15th Five-Year Plan" period, regional industrial layouts will be tailored to local resource endowments and environmental capacities to prevent redundant investments and uncontrolled expansion. Additionally, the policy supports technological innovation across the industrial chain, advances mineral exploration and overseas resource cooperation, and strengthens recycling systems to ensure sustainable supply. Ultimately, these measures seek to create a more integrated, efficient, and resilient industrial structure for alumina and similar sectors under a unified national strategy.
