Preparations for this customs closure have been underway in Hainan for seven years. The development of the Hainan Free Trade Port began on April 13, 2018. After the release of the *Master Plan for the Construction of the Hainan Free Trade Port* (hereinafter referred to as the *Master Plan*) in 2020, the phased development path became increasingly clear. This customs closure is a key milestone in achieving the 2025 phase objectives.
The customs closure in Hainan carries significant political meaning. The date of December 18 was chosen to commemorate the great historical moment of December 18, 1978, when the Third Plenary Session of the 11th Central Committee of the Communist Party of China comprehensively initiated China’s reform and opening-up and socialist modernization.
On the economic front, the "zero tariff" policy implemented in the Hainan Free Trade Port demonstrates Hainan’s role as a model, driver, and exemplar in the nation’s reform and opening-up process.
