Turkey Unveils Detailed Regulations for Floating PV Plants in Dec 2025

Turkey published detailed design and safety regulations for floating photovoltaic power plants in its Official Gazette on 10 December 2025. The new rules specify permissible construction zones, coverage ratios, safety distances, and material requirements, while establishing differentiated standards for reservoir and canal projects. Under the newly issued specifications, Turkey permits the construction of floating PV plants on reservoirs and canals. However, development is explicitly prohibited in protected areas, small reservoirs with an area less than 0.5km², and other legally restricted zones. Furthermore, the coverage ratio of floating arrays on reservoirs must not exceed 10% of the reservoir's normal water level area.
