CaoCao unveils upgraded Robotaxi strategy with global ambitions, new smart mobility hub

CaoCao Inc., the mobility service arm of Geely Holding Group, outlined an ambitious new chapter for its autonomous-driving business during a strategy event in Hangzhou on December 3.

Chief executive Gong Xin presented an upgraded Robotaxi roadmap anchored by a decade-long expansion plan and introduced what the company calls the first prototype of a future mobility hub — the "Green Intelligent Transit Island."

The company also provided its most detailed description to date of a three-stage path toward large-scale autonomous ride-hailing. Early efforts center on technical validation and limited pilot operations. The current phase focuses on transitioning from safety-driver supervision to fully driverless service while experimenting with mixed fleets combining human-driven and autonomous vehicles. Ultimately, CaoCao aims to deploy purpose-built Robotaxi models and roll out commercial operations worldwide.

Under its "Ten Years, One Hundred Cities, One Hundred Billion RMB" strategy, CaoCao plans to establish five global operations hubs, extend Robotaxi services to 100 cities, and generate RMB 100 billion (US$14 billion) in gross transaction value over the next decade. The initiative represents a core pillar of Geely's broader global expansion, leveraging mobility services as a gateway for overseas growth.

Gong said the company is now entering its "Robotaxi 2.0" stage, which will emphasize automation at scale. CaoCao plans to introduce a remote-assistance safety platform and expand its digital asset-management tools, integrating these systems with smart-cockpit and autonomous-driving technologies to create a fully closed-loop, driverless operating ecosystem.

The Green Intelligent Transit Island also officially entered service. According to Gong, the facility combines automated battery swapping, interior cleaning, intelligent dispatching, and automatic billing, while reserving space for future eVTOL landing pads and charging interfaces. The site serves as a physical demonstration of Geely's vision for a next-generation green mobility ecosystem, and CaoCao has already developed a standardized blueprint for replicating the hub in other cities.

CaoCao also plans to diversify its revenue model and create new employment pathways. As autonomous operations scale up, the firm may open vehicle-purchasing options to drivers and form cooperative operating arrangements that support new income opportunities.

Competition in the Robotaxi sector is no longer limited to algorithms or sensors alone. Success increasingly depends on an integrated ecosystem combining purpose-built vehicles, intelligent driving technologies, and sophisticated operations platforms — an area where Geely believes its comprehensive technology stack gives it a strategic edge.

Geely Holding has assembled nearly all core components required for Robotaxi commercialization, building a three-pronged development model that integrates bespoke EV platforms, autonomous-driving software, and large-scale fleet operations. The approach draws on Geely's deep capabilities in smart EV design and manufacturing, combined with computing, data, and system-integration expertise, as well as CaoCao's years of operational experience. Together, these elements form a closed-loop system engineered to optimize safety, efficiency, and rider experience.

As Geely's primary platform for Robotaxi commercialization, CaoCao brings a decade of ride-hailing operations, extensive mobility data, mature dispatch algorithms, and a nationwide service network — assets that the company sees as essential to accelerating real-world deployment.

The company also manages China's largest custom-built ride-hailing fleet, giving it valuable experience in high-volume fleet operations and asset management — capabilities expected to play a decisive role in the Robotaxi era.

At the event, CaoCao signed a strategic cooperation agreement with Chongqing Qianli Zhijia Technology. The two companies plan to jointly accelerate the scaled commercial deployment of autonomous-driving technology in shared-mobility scenarios.

Qianli Zhijia will contribute its strengths in full-stack autonomous-driving capabilities, mass-production-ready solutions, and its ability to process large volumes of real-world driving data.

CaoCao, in turn, will leverage its well-developed ride-hailing network, extensive compliant fleet resources, operational expertise, and large user base to provide the real-world scenarios necessary for commercializing autonomous vehicles at scale.
