1. Procurement Conditions

This procurement project, the open inquiry for molybdenum bars by Panzhihua Changte Special Steel in December 2025 (PGWZMYHGXHD251119249579), is initiated by the Materials Division of Pangang Group's Material Trade Co., Ltd. The funds for this procurement project come from self-raised sources, and the project is now ready for procurement through an open inquiry.

2. Project Overview and Procurement Scope

2.1 Project Name: Open Inquiry for Molybdenum Bars by Panzhihua Changte Special Steel in December 2025

2.2 In case of procurement failure, it will be switched to negotiation procurement.

2.3 For details on the procurement content, scope, and scale, please refer to the attached "Material List Attachment.pdf".

3. Qualification Requirements for Bidders

3.1 This procurement does not allow consortium bids.

3.2 This procurement requires bidders to meet the following qualification requirements:

(1) A production-oriented business license

3.3 This procurement requires bidders to meet the following registered capital requirement:

Registered capital for production-oriented enterprises: 500 or more (in ten thousand yuan)

3.4 This procurement requires bidders to meet the following performance requirements:

When bidding, bidders must provide performance proof (contract or invoice scan) for similar products from January 1, 2022, to the bid closing date.

3.5 This procurement requires bidders to meet the following capability, financial, and other requirements:

Financial requirement: The bidder's registered capital should not be less than 500 (in ten thousand yuan).

Capability requirement: Provide valid enterprise qualification proof: a scan of the original or copy of the business license.

Other requirements: Molybdenum bars are raw materials for high-temperature alloy steel at Panzhihua Changte Special Steel and are key goods (planned note: for commercial engine use only). To ensure project quality, new production-oriented suppliers must provide a satisfactory trial report from the user unit; otherwise, their bids will be treated as invalid.

3.6 For projects that are legally required to undergo tendering, bids from entities listed as untrustworthy executors are invalid.

4.1 Those interested in participating in the bidding should log in to the Angang Smart Tendering and Bidding Platform http://bid.ansteel.cn between 13:45 on November 20, 2025, and 13:45 on November 28, 2025 (Beijing time, the same hereinafter) to download the electronic procurement documents.
