Inner Mongolia Xiaolong Metallurgy High-Carbon Ferrochrome Green Power Supply Upgrade Project Update

News on November 3, 2025: It was reported that Urat Middle Banner, leveraging its advantages in new energy and green electricity, accelerated the construction of a local green electricity supply and consumption system. It implemented the Xiaolong 150,000 mt high-carbon ferrochrome transformation and upgrading integrated green power supply demonstration project, promoting the deep integration of the ferroalloy industry with green energy and advancing low-carbon transformation into the substantive construction phase.

Leveraging its advantages in new energy and green electricity, Urat Middle Banner accelerated the establishment of a localized green electricity supply and consumption system. It implemented the Xiaolong 150 kt high-carbon ferrochrome transformation, upgrading, and integrated green power supply demonstration project, promoting the deep integration of the ferroalloy industry with green energy and advancing low-carbon transformation into the substantive construction phase.

The total project investment amounted to 990 million yuan. Huaneng Jiangxi Clean Energy Co., Ltd. invested 690 million yuan in the new energy sector, planning to construct 120 MW of wind power capacity, accompanied by an 18 MW/72 MWh (15%/4 hours) energy storage system. Inner Mongolia Xiaolong Metallurgy Co., Ltd. invested 300 million yuan on the load side, building two 33,000 kVA closed submerged arc furnaces and supporting equipment and facilities. It also implemented comprehensive tail gas and waste heat utilization for power generation, along with energy-saving renovation of the sintering system, while concurrently establishing an automated, informatized emergency command and fire control center.

Upon commissioning, the project is expected to produce 150 kt of high-carbon ferrochrome annually, with an output value of 1.3 billion yuan and an annual profit and tax contribution exceeding 30 million yuan. It will achieve annual savings of 133 kt of standard coal and reduce carbon dioxide emissions by 363 kt per year. As the city's first green power supply project in an industrial park, its implementation will effectively increase the enterprise's clean energy consumption ratio, reduce carbon emission intensity during production, and inject new momentum into regional industrial structure optimization and the realization of "dual carbon" goals.

Latest Progress: The project has completed 10% of the overall construction and is currently undergoing foundational work, with completion expected by the end of June 2026.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
