Key Points: On October 9, 2025, the Ministry of Commerce and the General Administration of Customs announced Decision No. 58 of 2025, imposing export controls on items related to lithium batteries and artificial graphite anode materials, which will take effect on November 8, 2025.
After two days of information digestion, SMM believes the policy will have four key impacts:
1. By implementing export controls on solid-state battery technology and products, China can effectively maintain its globally leading technological level in the lithium battery field, while prioritizing the domestic market's demand for high-performance lithium batteries.
2. Simultaneously including large-scale production line equipment for the new energy lithium battery industry in the scope of export controls will further consolidate China's advantages in the iterative upgrading of lithium battery production equipment, ensuring technological leadership in equipment.
3. With dual guarantees in technology and equipment, the market competitiveness of end-use sectors such as NEVs, ESS cabinets, and low-altitude products will be enhanced, helping related industries maintain a healthy competitive landscape and reasonable profit margins.
4. It will affect the progress of domestic enterprises' overseas factory construction plans.
